Monitoring, Evaluation, Accountability and Learning (MEAL) Officer


Location: Cox’s Bazar (Teknaf), Bangladesh, Job Type: 4 months (Temporary, Fixed Term (up to Sep 30, 2018)

Salary & Benefits: BDT. 727,205 (13 months) per annum gross with other benefits e.g. medical for spouse and children, contributory Provident fund, gratuity, leave & Insurance etc.

WHAT WE ARE LOOKING FOR

We are urgently looking for a dynamic team player who will work with the Emergency Response team under Oxfam in Bangladesh.

To be responsible for the leading, coordinating, planning, monitoring and support for interventions to ensure effective and efficient implementation according to the donor strategy to meet the project objectives at working areas. Moreover, ensuring monitoring, learning, program quality and accountability (MEAL) in respect of Core Humanitarian Standards as well as CAMSA minimum requirement. Work closely with the field programme teams, Other INGOs, Cluster members, partners and other local agencies and key line-local Government officials.

The post holder reports to Area Manager, Teknaf

SKILLS AND COMPETENCE:

  • Minimum of 3 years’ experience on MEAL in the field of development, disaster management project
  • Masters in social science, disaster management, development studies or relevant discipline
  • Good understanding of the country’s humanitarian context, Core Humanitarian Standards, empowering and advocacy issues in Bangladesh
  • Strong analytical skills and understanding of MEAL Framework, tools and indicator setting
  • Evidence-based monitoring and evaluation frameworks and programmes, with emphasis on participatory and partnership-based MEAL approaches
  • Strong knowledge of IT applications and development – especially spreadsheets and database Management
  • Strong knowledge on feedback mechanisms / CRM.
  • Fluency in both written and spoken English and good report-writing skills
  • Familiarity with project cycle management, monitoring and evaluation
  • Strong ability to rapidly assimilate, analyze and report on complex information and proven conceptual and policy advocacy skills.
  • Mature understanding of issues in development, preferably shelter management and ability to mainstream gender into analysis, programme strategy, implementation, monitoring & evaluation.
  • Good interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds.
  • Understand local language (Cox’s Bazar)
  • Fluent in English writing and speaking to a professional level.
