The Humanitarian Response Grant Facility

Heavy runoff and rainfall from early April this year has created early flash flood in the north-eastern districts of Sunamganj, Netrokona, Sylhet, Moulvibazar, Habiganj and Kishoreganj in Haor basin areas of Bangladesh. In this context, Oxfam in Bangladesh is planning to initiate its Empowering Local & National Humanitarian Actors (ELNHA) Project - Humanitarian Response Grant Facility (HRGF) to aid the affected population in Sunamganj and Kishoreganj districts and support LNHAs (Local and National Humanitarian Actors) to enhance their strength, voice and space in the humanitarian system of Bangladesh.

What is the Humanitarian Response Grant Facility (HRGF)?
The vision of the Empowering Local and National Humanitarian Actors (ELNHA) project is that capable local and national humanitarian actors (LNHAs) in Bangladesh play a leading role in humanitarian work since they are often the first responders when crisis hits and knows the local context better than international actors. The ELNHA program aims to achieve the following three intermediate outcomes:

  1. STRENGTH: By the end of 2018, LNHAs have capacity to design, deliver and lead in humanitarian preparedness and response
  2. VOICE: By the end of 2018, LNHAs have the voice and power to influence the humanitarian agenda in their country
  3. SPACE: By the end of 2018, large international humanitarian donors and NGOs tailor their policies, strategies and systems to enable LNHAs to lead in humanitarian preparedness and response.  

Currently, LNHAs have limited scope to demonstrate their strength, voice and space with a very little humanitarian funding going directly from international donors to LNHAs. Due to the absence of accessible funding for LNHAs to lead and deliver response, the ELNHA project created a Humanitarian Response Grant Facility (HRGF) in order to create an opportunity for LNHAs to demonstrate their capacity to design and deliver quality humanitarian response projects along with demonstrating their strengths to the global humanitarian community. The longer-term purpose is to enable them to secure, manage and account for funds directly from donors in the future.

Objectives of the HRGF
The HRGF is linked to the ELNHA project’s capacity development agenda. The primary objective of the ‘grant facility’ in the ELNHA project is to provide an equal opportunity to the LNHAs for applying and accessing direct funding for humanitarian response.  Securing the fund and using it effectively will help them to gain experience in mobilizing donor funds and test their capacity to manage funds as well as design, lead, deliver quality response based on assessed needs and demonstrate financial accountability not as a sub-contractor of INGO rather as a responsible contract holder, managing the full cycle of response. Oxfam will ensure fair and transparent criteria for the awarding of grants. The experience gained through this facility will also be used to show international actors that LNHAs can respond and lead with no or minimal international support.

The main objectives of the HRGF are:

  • To reach crisis affected people with quality and timely humanitarian assistance
  • To allow the local actors to understand their existing capacity, learn and build confidence in accessing donor funds
  • To provide an opportunity to demonstrate the capacity of LNHAs to design and manage quality response projects

How to apply for the HRGF
This request for proposal invites to work in Kishoreganj and Sunamganj district only. So, NGOs with NGO Affairs Bureau registration and having a presence in the disaster affected districts of Kishoreganj and Sunamganj will be eligible to apply for this fund. The ELNHA project will ensure fair and transparent criteria for awarding the competitive grants. After the call for proposals is made, national and local NGO who wish to access the fund must fill in the proposal and budget template as per guidelines provided in the ToR  and send it back to Oxfam (via email: MHossain@oxfam.org.uk).

Please note that the selection of proposal needs to be supported by satisfactory outcomes from Oxfam’s Partner Assessment process for the grant award. Only soft copy of application will be accepted.

Oxfam needs to assess partners prior to any fund award. The assessment results need to be updated every 03 year. In case of no prior/updated assessment a rapid assessment will be conducted in case of selection of proposal before confirmation of grant award.
