TOR for Mid-Term Project Review

Project title: Qatar Creating Vision Project, Bangladesh

Background:

Bangladesh is a developing country in South Asia with a population of 160 million, 40% are largely comprised of children. Around 51,200 children are blind and 1.3 million have refractive errors with an additional 153,000 children affected by low vision problems which are avoidable through timely intervention 1. High prevalence of childhood blindness and visual impairment due to uncorrected refractive errors, strabismus, cataract and ocular injury are compounded by inadequate access to quality eye care service and lack of sustainable child eye health services. To address these problems, Bangladesh has conceptualized a comprehensive child eye health care project under the Qatar Creating Vision Project funded by Qatar Fund For Development. This is a regional project which is being implemented in both Bangladesh and India.
The project will complete one and half years in December 2017 and Orbis Bangladesh plans to conduct its mid-term review (MTR) in early 2018. A review team combining both external consultant and internal staff is proposed who will carry out the mid-term review. Orbis now wants to hire an external consultant who will lead the mid-term review in Bangladesh.
