Overall Purpose/ Broad Function:

The PO will support NI’s National Program Officer (NPO) for Child Survival & Women’s Health to plan, manage, monitor and report on a large-scale maternal health and nutrition program which forms part of NI’s Right Start program supported by Global Affairs Canada. The PO will carry out the day to day tasks of program implementation guided by the NPO who is implementing similar programs in Maternal and Child Health. Typically, the PO will prepare ToR and scope of work or specifications for supply of goods and services; identify, select, brief, and monitor the work of, consultants, grantee organizations and suppliers, assuring the quality of service delivery, and recommending improvements as required. The PO will work closely with the Government of Bangladesh (GoB) at national and district levels and other key stakeholders to ensure GoB engagement and leadership. Key GoB agencies would include: IPHN/NNS, DGHS, DGFP under MoHFW and Ministry of Local Government, Rural Development and Cooperatives.

Key Duties and Responsibilities:

Under the guidance and supervision of the NPO - Child Survival & Women’s Health, the specific tasks of the PO will include:

Project Development and Planning

  • Develop annual implementation plans in consultation with national and district level government counterparts.
  • Prepare ToR for the key preparatory and implementation related activities, taking input from the NPO, CD and RO advisers as appropriate and coordinate reviews of progress and service quality with the NI Regional Office.

Provision of training and capacity building

  • Support the design and review of training curriculum.
  • Identify training needs/gaps of the health facility staff, lady health workers, health managers and project staff and propose capacity building measures to improve project performance.
  • Facilitate the conduct of program-related training.
  • Undertake assessments / audits of changes in knowledge attitudes and practice post training.
  • Facilitate system functionaries to use monthly and quarterly review fora for on the job capacity building and problem solving.

Streamlining Supply Chain

  • Monitor stock outs on a monthly basis and flag whenever reported, proposing and as agreed, initiating action with GoB to correct supply shortfalls.
  • Wherever stock outs persist, recommend a strategy to elevate and/or get issue addressed.

Support to BCI Interventions

  • Support the design of the BCI strategy and interventions for creating awareness in liaison with Government partners and drawing on the advice of NI Asia’s BCI Regional Manager.
  • Quality assure materials and messages developed, in coordination with the Regional Manager.

Project Management

  • Coordinate and manage program activities including timely budget disbursements drawing on the advice of the NPO as needed.
  • Ensure the NI Contracts Database is regularly and correctly updated

Support advocacy to GoB and other stakeholders for effective implementation and adoption of program

  • Develop linkages and effective working relationships with MoHFW and development partners at district level at the sub-national levels.
  • Participate in GoB Task Force/Working Groups on maternal health and nutrition issues, contributing to technical discussion and flagging issues based on field experience.
  • Facilitate organisation of advocacy meetings and technical or programmatic workshops at the district and national levels.
  • Provide support in revising program guidelines.
  • Elicit the support of the CD Bangladesh in organizing advocacy events and meetings.

Monitoring and Reporting

  • Develop monitoring and reporting plans for the project in coordination with Regional M & R team.
  • Based on experience from IFA supplementation for pregnant mothers program advocate and support to streamline and strengthen the HMIS at district and national levels.
  • Undertake field visits at both health facility and community levels and collate information and data received from the districts,
  • Undertake basic data analysis and generate monthly reports and share with Regional M & R team.
  • Help to build the capacity of officials at district level to analyse monitoring data and take corrective actions as part of program capacity development activities.
  • Participate in district level reviews to facilitate problem seeking and solving.
  • Facilitate the production of program related documentation.

  • Perform any other duties as may be assigned by the NPO or Country Director.

Supervisory Responsibilities: N/A

Education/Professional Designations/Experience:

  • A Master’s degree in any of the following disciplines: public health, nutrition, medicine, health systems management, international development and/or a related field including medical degree.
  • A good understanding of human nutrition.
  • Experience in working with or within public health systems.
  • Good knowledge of government policies and programs to address nutrition in Bangladesh
  • 5 to 7 years of experience working with UN agencies or NGOs in the field of public health.
  • Experience in results-based management.

Language Skills:

  • Fluency in English (reading, writing & oratory skills) is a prerequisite.

Travel Requirements:

  • Frequent travel within Bangladesh

Other Specific Skill Requirements:

  • Ability to effectively communicate, network and negotiate with a diverse range of stakeholders, especially national and district governments to achieve program objectives.
  • Strong program management skills.
  • Ability to work as part of a team and work independently.
  • Ability to think innovatively.
  • Strong communication and presentational skills (oral and written).
  • Ability to effectively represent NI and the programs in various forum.
  • Good computer skills, including MS Office programs.
