Consultancy Service for Faecal Sludge Management Operations Study in Selected Rohingya Camp Areas

1.0. Background

NGO Forum (NGOF) has been implementing a WASH project titled Improved WASH Services for the Myanmar Refugee Population in Ukhiya”in the selected camp areas. One of the major objectives is to ensure improved sanitation services among the targeted Myanmar Refugee communities through the installation of new latrines, repairing, upgrading/rehabilitating existing sanitation facilities and safely managing faecal sludge through construction of improved and innovative technological system including small bore sewer system and faecal sludge treatment facilities through a proper technical assessments of existing FSM facilities. A significant number of latrines have been installed in the camp locations which has resulted in producing human waste to a great extent. In order to ensure the safe disposal and management of the faecal sludge, a need has arisen to conduct a study with the intent to document the roadmap, lessons learnt, challenges, best practices of NGOF’s FSM interventions since the beginning of the response, to come up with evidence-based recommendations and guidelines on the improvement of FSM interventions by NGOF and for sharing with other sector partners. From this understanding, this Terms of Reference (TOR) has been developed for the external consultant(s)/firms in which the expectations and outcomes of the study are clearly outlined below.   

2.0   Objective

The broad objective of this assignment is to conduct a detailed study of NGOF’s FSM interventions from the beginning of the Rohingya response and come up with evidence based recommendations for improvement of the FSM interventions in the Rohingya camps in Cox’s Bazar.

2.1     Specific Objective

The specific objectives of this assignment are as follows:

  • To carry out a detailed analysis on NGOF’s FSM interventions from the onset of the response to date, including detailed comparative analysis of past and present practices.
  • To do mapping of latrines, transfer stations and networks, both current and proposed/future for each FSM facility
  • Document lessons learnt, best practices, challenges and recommendations to improve FSM activities, including health, safety and environmental protection.
  • To prepare the preliminary design and preliminary working drawing, to suggest appropriate materials for better faecal sludge management for any proposed construction or system upgrades

2.2       Scope of work

The major tasks of the assignment are:

  • Study the existing wastewater systems in the selected camps and advise on any improvements necessary to achieve and sustain the agreed design and service standards. This may include system augmentation, improvements, etc.
  • Incorporate successful Bangladeshi local and regional experiences in faecal sludge collection and treatment systems and strategies used in comparable situations in the study. 
  • Provide on-the-job training and mentoring to designated NGOF staff on the operation and maintenance of the faecal sludge management systems.
  • The Contractor is requested to respond to recommendations/guidelines and /or design queries, if any, after the completion of the assignment.
  • Conduct any other tasks needed for successful completion of the Contractor’s objectives
  • Review the current design/service parameters, suggest any changes he/she considers appropriate.  
  • Prepare the detailed designs, estimates, BoQ, technical specifications and the construction drawings needed for the proposed works in line with the Cox’s Bazar WASH Sector recommended FSM technologies;
  • While designing and adopting the FSM treatment technology, consideration should be given for the life-cycle costs of the proposed systems, the technical capacities of the NGOF to operate and maintain proposed systems; and
  • Pay attention to the existing latrines models in the camps to ensure maximum faecal sludge collection and minimizing hazards and adverse environmental impacts at all stages

2.3       Deliverables

  • Report: The Consultant/Consultant firm is expected to deliver a comprehensive and high quality analytical report to the above-mentioned scope of work, clearly documenting the roadmap of NGOF FSM practices, lessons learnt, best practices, challenges and recommendation from the onset of the response to date. Recommendations to be accompanied by a plan of action to be developed in consultation with NGOF.
  • Record Keeping: Provide a guide and orient NGOF staff on FSM operations record keeping, effluent sampling and parameters to measure
  • Maps: For each FSM facility, a map showing the locations of the FSM facility, latrines, transfer stations and any other related infrastructure, both existing and proposed.
  • Preliminary Designs: Detailed preliminary designs for any proposed works, new or upgrades, including BOQs. All design and drawing drafting shall be carried out by computer aided design and drafting systems.
  • Presentation of Findings: Presentation of the study findings to the WASH Sector Sanitation Technical Working Group.

3.0      Timeframe

The total duration of the assignment will be for 10 (ten) weeks after signing of the contract. The commencement of the services is expected to be started by April 2019.

4.0       Qualifications
The Consultant/ consulting firm should have at least the following qualification of key personnel:

  • Master’s degree/ Ph.D. in Civil Engineering/ Sanitation Engineering/Water Supply and Sewerage Engineering or equivalent fields having at least 10 years’ experience in the related field;
  • Strong technical background in sanitation infrastructure, sewerage system, faecal sludge management etc.;
  • Report writing skill in English will be desired

5.0      Guideline for Proposal Submission

The proposal (duly signed) should be comprised with the following sections and given page limit. Proposal should be submitted to NGO Forum for Public Health, 4/6, Block-E, Lalmatia, Dhaka-1207 duly signed by mentioning Consultancy service for designing of small bore sewers system at selected Rohingya camp areasin the subject line by 27 March 2019 within 17:00 hrs.

6.0     Evaluation Process

In response to the invitation, the consultant / consulting firm will have to submit a technical proposal as per the ‘Terms of Reference’ and a financial proposal. The selection committee will evaluate both the technical and financial proposal of the consultants / firms based on proposed tasks. The Consultant must submit the following documents along with Technical & Financial Proposal

  • 2-page profile highlighting consulting firm / consultant’s related assignment completed with client names, contract persons and mobile numbers;
  • Updated company profile, trade license, TIN certificate and any other relevant document(s), (if necessary);

7.0       Payment Modality

The consultant will report to the NGO Forum for Public Health for each of the deliverables, and will work closely. NGO Forum will make payments to the consulting firm/organization after deducting applicable TAX and VAT in compliance with the rules of Government of Bangladesh. Payment will be made to the agreed account based on the receipt of invoice after the successful completion of each of the following phases of the assignment:
