Capacity Assessment & Need Identification of Target Youth Volunteer

Background

NGO Forum has been implementing the Project "Resilient, Inclusive and Innovative Cities in Bangladesh at Mymensingh Municipality” with the aim to incorporate Disaster Risk Reduction (DRR), Youth development and Water, Sanitation and Hygiene (WASH) with a special focus on Faecal Sludge Management (FSM) and waste management through active engagement of women, youth and private sector by the poor and vulnerable people in the urban areas with focus on resilience, inclusiveness and innovativeness. Among these one of the targeted youth volunteer skill development initiative which contributed in life skills development, job skills development for volunteer and created opportunities to access better jobs through capacity building, promotion of sustainable institutional and policy level changes. On the other hand, the youth groups engaged as volunteer will be facilitated to get access to work and livelihood opportunities. The project will be facilitating capacity assessment of volunteers in terms of life-skill and identifying needs. Based on that, a master trainer pool on life-skill training will be developed who will be working for other youth groups at ground. The youth group will also be linked to the service provider for capacity development and bridged with job market for a sustainable change. Urban youth groups will work as active agents to come up with the youth issues specifically on skill, economic opportunities, WASH, unpaid care work, FSM, community waste management etc. which needs to be incorporated in the national policy formulation and implementation. The key focus of urban youth voice to be heard will be in the development of the National Action Plan for the implementation of National Youth Policy 2017. Considering the context, NGO Forum is planning to assess the capacity and need identification of target youths volunteer as well as bridging with work opportunity with service provider.

Purpose of the Study

The purpose of the study is to assess and analyze the present capacity of the targeted youth volunteers in order to get them engaged with the existing and potential scopes and opportunities within and around the City Corporation. The findings from the study would enable to initiate the required actions together with the city authorities, job provider and target youth volunteers including training scope, master trainer development and creating job opportunity. The following major objectives are as below-

  • Assessment and identification of marketable skills, expertise and any other potential service/ products in possession of targeted volunteers.
  • Identify and stock taking of the potential areas, scopes and opportunities within the city corporation that can be potentially engage and employ / hire the services and expertise of the Volunteers.  
  • Develop a participatory capacity building plan for the targeted youth volunteers.

Scope of Work

Stocktaking of the scopes and opportunities around the City Corporation. The scopes are as follows:

  • Basic geographic and demographic information on the proposed project locations linked to market assessment (income and expenditures, type of livelihood strategies, gender segregated livelihood options, infrastructures, services, etc.)
  • Identification of existing life skill training facilities and youth engagement with service and job providers

Methodology

The individual/firm must describe how it will address/deliver the demands of the ToR; providing a detailed description of the essential performance characteristics, reporting conditions and quality assurance mechanisms that will be put in place, while demonstrating that the proposed methodology will be appropriate to the local conditions and context of the work.

  • Facilitate the active engagement of youth volunteer in the capacity assessment and development process;
  • Include review of secondary information available;
  • Adopt a combination of participatory tools and methodologies (e.g. desk review, self-assessment, stakeholder analysis, FGD, KII, interview with key stakeholders) and group facilitation techniques to promote participation;
  • Coordinate and work closely with the NGO Forum and OXFAM throughout the entire capacity assessment process and engagement with the City Corporation and Private sector for understanding the scopes around.

Required Qualifications for the Consultant

  • Have vast knowledge and experience of local economic development.
  • Proven skill in engaging youth and women with the local development for put them in the mainstream of development process.
  • Clear understanding on the private sector engagement in the local level and also on the private sector hiring and engagement process.
  • Experience in research and policy-level analysis, design, monitoring and evaluation of youth development projects and recommendations for need assessments.
  • Demonstrated knowledge and experience in dealing with the tools and systems related to youth empowerment and capacity development.
  • Demonstrated strong analytical and problem-solving skills required.
  • Demonstrable experience undertaking similar consultancies for national and international development organizations.
  • Concept of match making as a potential way of private sector engagement and skill souring.
  • Idea on local job market development and market led skill and expertise development.
  • Expertise in conducting quantitative and qualitative study.

Expected Outputs

The consultant/firm is expected to produce a comprehensive study report with in-depth description, information, assessment and analysis of the capacity and need identification of target volunteers in Mymensingh City Corporation areas. The deliverables of the assignment will be as follows:

  • The final report addressing all objectives as specified on the ToR and incorporating comments from the concerned in the final version of the report.
  • Capacity gaps analysis report
  • Capacity development strategy incorporating marketable skills, expertise and any other potential service/ products in possession of targeted volunteers.   
  • Action plan prioritizing capacity areas for development and participatory capacity building plan for the targeted youth volunteers.

Timeframe and Deliverables

The total assignment should be completed within 30 days after signing of the contract. During implementation of the assignment follow up meetings will be organized as necessary between the contracted agency and NGO Forum for Public Health. Guideline for Proposal Submission

The proposal / expression of interest (duly signed) should be comprised with the following sections and given page limit. Proposal should be submitted to NGO Forum for Public Health, 4/6, Block-E, Lalmatia, Dhaka-1207 duly signed by mentioning “Capacity assessment and need identification of target youths volunteer “in the subject line by 25 December 2018 within 17:00 hours.

For Consultancy Firm

  • Maximum 2-page company profile highlighting related assignment completed with client name;
  • Lead Consultant’s (who will lead the assignment) 2-page CV highlighting related assignment completed, role in of the completed assignment;
  • Other Team members’ (who will involve in the assignment) one paragraph short CV highlighting related assignment completed and role;
  • Updated Trade license, Firm’s Certificate, TIN and VAT registration and Bank Solvency Certificate

For Individual Consultant

  • Maximum 2-page profile highlighting related assignment completed with client name along with detailed CV
  • TIN certificate and any other relevant document (if necessary)

Payment Modality:

  • The Assignee will receive 30% of the total amount as an advance payment after singing the contact agreement.
  • The consultant will receive 40% of the total amount after submission of draft report.
  • The final payment shall be made after the final documents is submitted and accepted by NGO Forum for Public Health.
The bill amount will be paid through AC payee Cheque. VAT & Tax will be deduction as per the government rules.
