Position: Team Leader

The purpose of the assignment will be to support the host communities living in Teknaf and Ukhia upazilas and facilitating the access to improved sanitation facilities, personal hygiene and hand washing facilities for at least 50,000 vulnerable people living in geographic area nearer to makeshift camps and the affected host communities by undocumented populace entered from Myanmar.

It is expected that the proposed interventions in the selected host communities would undoubtedly ensure bringing sustained behavioral change and reduction of health risks associated with water and sanitation related diseases. Through the project, during the service commencement, NGO Forum expects to reach extreme vulnerable groups, provide vulnerable beneficiaries who will receive direct assistance for WASH needs and coordinate with and complement the existing WATSAN/WASH programmes of the Government of Bangladesh, DPHE, UPs, BDRCS, UN agencies, international NGOs and local/national NGOs working, LGIs and upazila administration in Cox’s Bazar by addressing identified gaps and scaling up of services.

Job Responsibility

Overall project management for successful implementation

  • Monitor programme outputs and manage progress against the outcomes defined in project document.
  • Facilitate the day-to-day functioning of the Team.
  • Manage the human and financial resources, in consultation with the Management, for achieving results in line with the outputs and activities outlined in the project document.
  • Lead the preparation and implementation of the annual results based work plans and result frameworks as endorsed by the management.
  • Prepare monthly and quarterly progress reports and organize monthly and quarterly progress reviews.
  • Prepare the Annual Review Report, and submit the report to the Project Focal and NGOF central level project management team;
  • Keep the Project Focal Person and NGOF Central Management updated with the project progress.
  • Empower and organize meetings of the Standing Committees to function attentively.
  • Coordinate the distribution of responsibilities amongst team members and organize monitoring and tracking system of all components of the project.
  • Maintaining effective liaison/interaction with government ministries/departments, DPHE, UNICEF, National and International Agencies, NGOs, local stakeholders, institutions and implementing partners of the project.
  • Develop ideas to minimize the emerging crisis as per field contexts.
  • Facilitate international/national consultants to conduct studies related to project activities.
  • Mobilize goods and services to initiate activities including drafting TORs and work specifications.
  • Monitoring events as identified in project monitoring schedule plan and update the plan as required.

Financial Management

  • Ensure effective management of the project’s financial resources.
  • Supervise proper accounting of the project resources and reporting.
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports.
  • Supervise the preparation and timely submission of financial reports to NGO Forum Central Office.
  • Ensure that the overall integrity of the programme is maintained.

Resources Management and Staff supervision

  • Provide inputs and services as may be required by the Central Management of the Project with the objective of achieving high level of performance and results.
  • Supervise staff including work planning, performance monitoring and assessment.
  • Coordination of staff responsibilities.
  • Keep concentration on maximum use of staff and volunteers in project implementation level.

Procurement Management

  • The key purpose of this position is to manage and control Logistic and Procurement activities of the project. She/he is responsible to support the project team in all manners relating to effective management of project logistic and procurement aspect of the project. At the same time, he/she must have ability to fulfill reporting requirements of the organization, donors and other financial institutions.
  • Coordinate and manage to implement day-to-day procurement and logistic support which is accountable to NGOF procurement policies, procedure and requirement.

Job Nature: Full time (Contractual basis)

Educational Requirements:

  • Masters in Development Studies/ Public Health/ Environmental Science/ Disaster Management, BSc in Civil Engineering/ Environmental Engineering or any other relevant disciplines from recognized university.
  • Diploma in Civil Engineering with minimum 5-7 years working experience in relevant field.

Experience Requirements:

  • At least 3-5 years project management experience in the sector of WASH, Public Health, Disaster Management or Humanitarian Assistances.

Professional Qualification / Skill (s)

  • Proven skills and competencies to work with MS/Excel, MS Access is preferable.
  • Must have clear understanding & experience in baseline survey, M&E process and tools.
  • Have knowledge on qualitative and quantitative M&E system, large data based management, monitoring of WASH based programs and socio economic status.
  • Good communication and networking skills both in Bangla & English

Job Location: Cox’s Bazar

Salary Range: Tk. 55,000 – Tk. 60,000
