LEGAL MANAGER (1 POSITIONS)

The National Center for State Courts (NCSC) is inviting applications from qualified candidates with a proven commitment to the Rule of Law and access to justice for the position of Legal Manager. The position may be re-classified depending on candidate degree, qualifications, and experience. The position is funded under NCSC’s current program Countering Terrorism through a Strengthened Rule of Law Framework in Bangladesh, funded by the U.S. Department of State. The program will be implemented in collaboration with the U.S. Embassy and in partnership with the Ministry of Law, Justice and Parliamentary Affairs, the Judicial Administration Training Institute, and subordinate courts to strengthen the Rule of Law framework in Bangladesh and increase the capacity of courts to adjudicate and manage complex criminal cases, especially cases related to terrorism, terrorism financing, and money laundering.

Position Summary

The position reports to the Chief of Party and is part of a five-person Legal Team. The position is Dhaka-based with periodic travel to other Districts in Bangladesh. Responsibilities include, but are not limited to:

  • Design, assign, oversee, and conduct legal research and analysis for project activities, including but not limited to research on legislation and jurisprudence on terrorism, terrorism financing, and money laundering in Bangladesh and related international best practices, as determined in coordination with the Chief of Party.
  • Lead five-person legal team in designing, implementing, monitoring, and reporting of project activities in Dhaka and in other pilot Districts and ensure compliance with program work plan, implementation schedule, and M&E plan.
  • Plan, organize, and facilitate training, workshops, meetings, and other activities, including design of program agendas, coordination with experts, and assignments to team members to ensure successful organization of events.
  • Review, analyze, recommend and/or draft improvements to laws, rules, policies, and court practices based on international best practices to improve the adjudication of complex criminal cases and the management and scheduling of cases.
  • Participate in developing resources for judges and staff, including but not limited to a case digest and a model adjudication framework, by conducting research, drafting materials, coordinating experts where needed, and facilitating workshops or other feedback mechanism with counterparts.
  • Work with relevant counterparts, committees, and working groups to implement program activities in accordance with the work plan, implementation schedule, and Monitoring & Evaluation plan.
  • Lead and report on formal and informal meetings with counterparts, including, but not limited to the MOLJPA, JATI, the Supreme Court, District Courts, Special Tribunals, and University Law Faculties.
  • In coordination with the Chief of Party, maintain day-to-day liaison with counterparts, including pilot District judges and program interlocutors at the MOLJPA, JATI, and other justice-sector institutions.

Qualifications

  • University degree in law. Masters-level degree preferred.
  • At least ten years of prior working experience in the legal field as practicing advocate before the courts, preferably in criminal cases, or as Legal Manager/Officer, Program Manager/Officer or similar position working on anti-money laundering and countering terrorism financing (AML-CTF), judicial training, judicial and legal reform projects, preferably in criminal justice.
  • Practical knowledge of organizational and procedural laws regulating the Bangladeshi judiciary, court procedures, rules, and operations of the Bangladesh judicial system, courts and tribunals preferred.
  • Prior experience working with MOLJPA, JATI, the Bangladeshi judiciary, and/or other justice sector institutions preferred.
  • Prior experience organizing and delivering training on legal issues will be viewed favorably.
  • Strong research background and demonstrated experience preparing legal documents, memoranda, and reports. Prior experience with drafting of amendments to laws or other legal acts preferred.
  • Demonstrated ability to work as part of a team and provide leadership and guidance to colleagues to achieve complex results under strict deadlines required.
  • Demonstrated commitment to ethics, transparency, and accountability in program implementation.
  • Computer literacy (MS Word, Excel, PowerPoint, Bijoy Bangla composing skills, internet navigation, etc.).
  • Excellent spoken and written English and Bangla. Ability to communicate effectively and concisely through presentations and reports required. Ability to communicate effectively and diplomatically to high-level counterparts required.
