FINANCE & ADMINISTRATION MANAGER (1 POSITION)

The National Center for State Courts is inviting applications from qualified candidates with a proven commitment to the rule of law and access to justice for the position of Finance & Administration Manager under the “Strengthening Rule of Law” Program in Bangladesh funded by U.S. Department of State and implemented in collaboration with the U.S. Embassy in Dhaka, the Ministry of Law, Justice and Parliamentary Affairs, the Judicial Administration Training Institute, and the Bangladeshi judiciary. The “Strengthening Rule of Law” Program will provide training and technical assistance to improve judicial efficiency and uniformity in adjudicating and managing complex criminal cases.

Position Summary

The position reports to the Chief of Party and supervises the Sr. Administrative Assistant and Office Assistant. The position is Dhaka-based. Responsibilities include, but are not limited to:

  • Manage human resources and administer payroll, taxes, and benefits.
  • Manage project finance and administration and conduct related bank transactions and VAT reporting.
  • Report on financial expenditures, conduct bookkeeping, and maintain financial records in accordance with U.S. Government rules and regulations and in coordination with home office in the US.
  • Manage and oversee procurement and vendor compliance.
  • Arrange logistics of project office and activities.
  • Coordinate logistics for long term and short and expatriates, including lodging, visa, and other administrative issues.

Qualifications

  • University degree in financial or business management, accounting, or related field.
  • At least five years as Finance & Administration Manager or similar position in an international organization or comparable experience required.
  • Strong knowledge of accounting systems, bookkeeping, and financial operations.
  • Strong knowledge of office administration and logistics.
  • Prior experience with U.S. Government financial reporting requirements required.
  • Strong interpersonal skills and demonstrated ability to explain clearly to project staff, vendors, consultants, and grantees the requirements for financial and reporting compliance under a donor-funded project.
  • Understanding of financial and human resources management implications and capacity to make recommendations on cost items relative to price of goods and services, exchange rates, etc.
  • Demonstrated commitment to ethics, transparency, and accountability in program implementation and management.
  • Computer literacy (MS Word, Excel, accounting software, etc.).
  • Excellent spoken and written English and Bangla.
