Subject: Video Feature on Judicial Process

 

The Justice for All Program is a five-year technical assistance program funded by the U.S. Agency for International Development and implemented by the National Center for State Courts to improve access to justice in Bangladesh. The Program works with the Ministry of Law, Justice and Parliamentary Affairs, the National Legal Aid Services Organization, District Legal Aid Committees and Offices, courts, and other stakeholders to improve citizen awareness of legal aid services and court procedures.

1. Video Feature Details & Requirements

The aim of this video feature is to present the judicial process and judicial actors (e.g., judge, lawyer, legal aid officer, etc.) to common people. The video feature will include the following parts:

  • Short tour of a District Court (e.g., usual offices and services in a court)
  • Where to go to file a case
  • How a case starts (Civil, Criminal & Others)
  • How poor people can get a lawyer (e.g., legal aid services)
  • How a trial goes and who is involved
  • How a case ends (e.g., judgment, execution)
  • What happens after a judgment is final

The video feature will be developed using fictional characters who may be portrayed by actors, students, or any other relevant group identified by the applicant. The final video feature should meet the following criteria:

  • Colorful and attractive.
  • Simple and concrete narration understandable by illiterate or low-literacy audiences.
  • Duration not to exceed 10 to 12 minutes.
  • Production in two copies: (1) Bangla version without subtitles, and (2) Bangla version with English subtitled.
  • Production duration not to exceed 4 weeks.

2. Eligibility & Capacity

This Call for Proposals is open for companies legally registered in Bangladesh with prior experience in the conceptualization and production of informational videos.

3. Proposal Submission Guidelines

Eligible applicants are required to provide the following information in three (3) hard copies in one sealed envelope to the below address no later than 12.00 PM on 2 October 2014. Late submission will result in immediate disqualification.

Submission Content:

  • Outline of proposed synopsis of video feature
  • Specific activities to be implemented in each phase of development of the video feature (pre-production, production, and post production) with detailed description and estimated duration.
  • Itemized cost proposal for each activity or phase of development of the video feature.
  • Samples and reference contact for three prior works.
  • Registration certificate.
  • Relevant CVs or profile
