BACKGROUND:

The United States Agency for International Development (USAID) funded Systems for Improved Access to Pharmaceuticals and Services (SIAPS) program (Implemented by Management Sciences for Health-www.msh.org) is providing technical assistance to the MOHFW, its component directorates (Directorate General of Health Services- DGHS, Directorate General of  Family Planning-DGFP, Directorate General of  Drug Administration-DGDA) and other key entities (National Tuberculosis Program-NTP) to strengthen the capacity of policy makers, health care providers and institutions to improve health commodity management, with an emphasis on governance, procurement, institutional capacity building, health information system and other Health System Strengthening (HSS) initiatives, aimed at ensuring continuous availability of commodities required to support health care delivery and the timely availability of reliable data to support evidence based decision making.

As part of the technical assistance for strengthening Supply Chain Management System of MOHFW, the SIAPS program will introduce an electronic Logistics Management information System (eLMIS) in DHiS2 platform (DHiS 2 is the flexible, web-based open-source information system with awesome visualization features including GIS, charts and pivot tables; https://www.dhis2.org/) in Bangladesh. The web-based tool will enable the DGHS/MIS unit to collect the logistics information of priority Maternal, Neonatal and Child Health (MNCH) commodities from different levels of health facilitates including community clinic and union sub-center. In this regard, SIAPS program seeks to recruit a programmer to work with DGHS/MIS team to develop and test the eLMIS tool in the DHiS platform and work with SIAPS technical team for effective implementation as per agreed joint action plan. The incumbent will work with SIAPS portfolio lead- MNCH on day to-day basis and reportable to SIAPS Technical Lead-HIS. 

RESPONSIBILITIES:

  • To Provide technical support to adapt the ​paper-based logistics management tools in ​DHIS 2 ​platform
  • Perform the key role for ​debugging and testing of the eLMIS tool in DHiS2 platform
  • ​Work with subject matter experts ​of DGHS/MIS unit and SIAPS/MSH ​​for ​the development of automated reports and dashboard in DHiS2 for program evaluation and planning;
  • ​Work with relevant experts to develop the training materials including user and system documentation;
  • Assist in around important events, including meetings, workshops etc.
  • Perform any other duties; as assigned

REQUIREMENTS:

  • Undergraduate degree in computer science, informatics or related fields such as health systems or health information
  • Experience developing web-based and/or mobile applications, web-oriented programming language (e.g. Java, Java Script), CSS, HTML5 and Unix/Linux system management
  • Expert in the use of database management systems (MS-Access and Visual Basic are vital, SQL language, SQL server or MySQL preferred) and in the operating environment of Microsoft XP or further upgrades
  • Ability to analyze data logically and exercise sound judgment in defining, evaluating, and solving intermediate difficult technical and operational problems​
  • Ability to work independently, follow a strict schedule and adhere to tight deadlines;
  • Ability to work as an effective team member in a complex and fast paced environment;
  • Fluency in English (written and verbal).
