Marie Stopes Bangladesh is soliciting an experienced consultant/organization to conduct end-line
evaluation of “Adolescent Sexual Reproductive Health Rights (ASRHR) in Disaster Prone Areas of
Bangladesh” project

Bangladesh is a densely populated country where adolescents constitute 23 percent of the total population and they are vulnerable to social, economic, environmental, and health related threat. In particular, this situation is more worsen in coastal area i.e. disaster-prone areas of Bangladesh. Barguna, one of the coastal districts of Bangladesh, is always vulnerable to natural disaster. Study found that adolescents became more complicated and vulnerable due to the repeated occurrences of natural disasters in Barguna. Most adolescents lack access to critical information and services to protect themselves from reproductive health problems that can have lifelong effects on their ability to have a normal life.

Marie Stopes Bangladesh (MSB) is a leading NGO affiliated with Marie Stopes International (MSI), UK, which supports programme in 38 countries providing a full range of sexual and reproductive health (SRH) services to urban, pre-urban and rural community. The client-centred approach always seeks the highest standards of programme quality, making MSB one of the most popular providers of sexual and reproductive health services in the country. For this consequence Marie Stopes Bangladesh has been implementing a project supported by Plan International Bangladesh and funded by The Swedish International Development Cooperation Agency (SIDA) titled “Adolescent Sexual Reproductive Health Rights (ASRHR)” in disaster prone areas of Bangladesh, Patharghata upazilla under Barguna District since 2015. The project is designed to contribute to improve adolescent sexual and reproductive health rights through sustainable solutions in Bangladesh. Aiming to strengthen CSO Network for Ensuring Adolescent Reproductive Health, Rights and Services (NEARS) as an advocate for adolescent SRHR issues at national policy levels and supporting the implementation of the National Plan of Action for ASRH Strategy; also to create enabling environment at different types of schools including Madrasas (religious educational institutions) for promoting and exchanging SRH knowledge by increasing teachers’ capacity and advocating with Through teachers training curriculum authority.

The ASRHR project is now going to be phase out by June 2018 and MSB now intends to to assess the outcomes of the project against the project objectives and indicators to compare the result with project target especially at outcome level. So, the overall objective of this evaluation is to assess the outcomes (effectiveness, relevance and sustainability) of its project on targeted adolescents, community and other stakeholders in improving adolescent sexual and reproductive health rights. That’s why ASRHR is going to conduct the End Line Evaluation in Patharghata (30 schools and madrasa in 7 unions of Patharghata Upazilla and central level), Barguna as well as another area that yet not intervened as per baseline methodology. Submission of proposal

The technical and financial proposals (hard copy) should be submitted to the Member Secretary, Procurement Committee, Marie Stopes Bangladesh and only technical proposal should be mailed to mahfuz@mariestopesbd.org with End line study of the project – “Adolescent Sexual Reproductive Health Rights in Disaster Prone Areas of Bangladesh” as subject line. Proposal submitted to any other email account except this and in hard copy will be treated as disqualified. Submissions after the deadline 28th of February, 2018 will be treated as disqualified.
