Background to the Microfinance sector in Bangladesh and the MF-CIB
Microcredit Regulatory Authority (MRA) was created by the Government of Bangladesh to regulate and monitor activities of all MFIs. A Microfinance Credit Information Bureau (MF-CIB) is being jointly established by MRA and Bangladesh Bank in response to regulatory concerns over client protection and systemic risk. Business Finance for the Poor in Bangladesh (BFP-B) is leading the establishment with financial support from DFID, while the project is being managed by Nathan Associates, London- a management consulting firm.

The MF-CIB will build credit history of individual borrowers to improve their creditworthiness and their integration to the formal financial sector. It will also help in fostering the synchronization process of financial data of microenterprises with commercial banks lending. Building and sharing the credit history of clients is central to promoting vertical integration of MF activities to micro-enterprises and Small and Medium Enterprise (SME) development. Consequently, it creates conditions for integration of MF-CIB under MRA and the CIB under Bangladesh Bank to broaden financial products and services.

Duration: Full time, until 29 February, 2020.

Job Responsibilities:

  • Assist Manger (Admin & Finance) of MF-CIB in preparation of Monthly/Quarterly fund utilization report and other related reports.
  • Coordinate with Admin and Finance Manager of BFP-B.
  •  Prepare budget estimates for MF-CIB component activities, training/workshop/seminar/ foreign tour etc.
  • Prepare and arrange payment of MF-CIB staff and record all MF-CIB expenditure’s voucher in accordance with DFID Financial Regulation and Bangladesh Government rules.
  • Completion of all day-to-day bookkeeping responsibilities.
  • Responsible for complete preparation and maintenance of documentation for external auditors who prepare the annual financial report.
  • Prepare necessary requisition send it to BFP-B and receive document from BFP-B.
  • Any Other responsibilities assigned by Management.

Eligibility criteria:

  • Minimum Bachelor degree (Honors) in accounting, finance.
  • At least 5 years working experience in accounting and finance preferably in large government or non-government organization.
  • Familiar with accounting software.
  • English reading, writing and speaking skill is highly desirable.
  • Should have good time management and organizational skills.
  • Good Knowledge in VAT and personal income tax procedures carried out as per national Tax policy of NBR.
  • Should be competent with the use of computer (MS Word and MS Excel).
  • Age limit: 35 years, can be relaxed for experienced candidate. 

Working Relation & Reporting Arrangement:
In coordination with other project consultant, staff, MF-CIB Accountant will work under the direct supervision of Deputy Project Director and he will monthly report to Deputy Project Director, MF-CIB.
