Background to the Microfinance sector in Bangladesh and the MF-CIB
Microcredit Regulatory Authority (MRA) was created by the Government of Bangladesh to regulate and monitor activities of all MFIs. A Microfinance Credit Information Bureau (MF-CIB) is being jointly established by MRA and Bangladesh Bank in response to regulatory concerns over client protection and systemic risk. Business Finance for the Poor in Bangladesh (BFP-B) is leading the establishment with financial support from DFID, while the project is being managed by Nathan Associates, London- a management consulting firm.

The MF-CIB will build credit history of individual borrowers to improve their creditworthiness and their integration to the formal financial sector. It will also help in fostering the synchronization process of financial data of microenterprises with commercial banks lending. Building and sharing the credit history of clients is central to promoting vertical integration of MF activities to micro-enterprises and Small and Medium Enterprise (SME) development. Consequently, it creates conditions for integration of MF-CIB under MRA and the CIB under Bangladesh Bank to broaden financial products and services.

Duration: Full time, until 29 February, 2020.

Job Responsibilities:

  • Mange overall direction, coordination and evaluation of procurement for items and facilities according to operational guide line of MF-CIB and DFID procurement policy.
  • Perform all procurement and contracting activities including pre-qualification, tender management and preparation of contracts.
  • Negotiate contracts with suppliers to obtain best price and service.
  • Identify cost reduction opportunities to achieve financial goals.
  • Conduct procurement related. Review meeting with key stakeholders.
  • Review current processes for procurement and make recommendations where appropriate.
  • Provide periodic reporting for BFP-B Project on purchasing, controls and processes.
  • Teach and educate Accountant and Assistant Accountant about the procurement process control.  
  • Any Other responsibilities assigned by Management.

Eligibility criteria:

  • Masters in any discipline from reputed university.
  • At-least 3 years of overall procurement experience with financial and operations management experience (in corporate, government or private services).
  • Competent in e-government procurement system.
  • Proficient computer skills, including Microsoft office Suite (Word, Power point, Outlook and excel.)
  • Ability to negotiate, establish and administer contracts.
  • Good Knowledge in VAT and personal income tax procedures carried out as per national Tax policy of NBR.
  • Excellent verbal and written communication skills.
  • Age limit: 35 years, can be relaxed for experienced candidate. 

Working Relation & Reporting Arrangement:
In coordination with other project consultant, staff, MF-CIB Procurement Coordinator will work under the direct supervision of Deputy Project Director and she/he will monthly report to Deputy Project Director, MF-CIB.
