Introduction

Max Foundation (MF), a Dutch INGO established in 2004, fights child mortality with an integrated approach, consisting of WASH, safe motherhood, reproductive health and stunted growth prevention.  Max Foundation has been implementing child health programs in Bangladesh since 2005. Max Foundation aims at reducing child mortality in the most cost effective way.

Last September Max Foundation has completed its 4-year program called ‘’Max Value for WASH’’ (Max-WASH I): reducing child mortality by providing approximately 890,000 people with the integrated Max-WASH approach in south coastal hard to reach areas (Patuakhali and Barguna). Since Max Foundation has implemented this “Max WASH I” program succesfully the Dutch Embassy in Bangladesh has recently decided to award and support the contuniation of this program with another 4-year program called “Max WASH II” aiming to increase sanitation coverage to 441,000 people and safe water to 307,000 people and knowledge linked to better hygiene practices to 1.3 million people.

In addition to this extensive program Max Foundation is implementing 4 other programs for stunting reduction, urban WASH improvement and WASH business in Madaripur, Kurigram municipality, Bogra and Sunamgonj districts. Max Foundation is currently implementing 10 projects with national reputed NGOs and is planning to expand in Khulna and  Satkhira in Bangladesh.

Job Purpose:

This SHRH, Nutrition & Gender specialist will provide strategic direction, guidance and technical support to the Max- WASH II- Program regarding the implementation of Sexual and Reproductive Health Education and safe motherhood, child stunting prevention and gender mainstreaming related program activities. She/he will introduce and/or expand key interventions to improve mother-child and adolescent health outcomes of the Max -WASH II program. She/he will provide assistance to fundraising division to develop concept note, proposals and program design on SRHR, Nutrition, Stunting Free Village, Safe motherhood through collecting information, reviewing documents, field visits, preparing drafts etc. She/he ensures technical excellence and quality of Max -WASH II SRHR, Nutrition and Gender component design and implementation and capacity building of PNGOs staff and stakeholders. She/he will also lead the process of developing/reviewing evidence-based related training materials, community and school level education materials, performance standards and supervisory systems needed for Max WASH II SRHR, Nutrition and Gender component implementation.

Job responsibility:

  • Providing specialist and technical support on SRHR, Nutrition and Gender
  • Creates substantive knowledge of Maternal Health, Child nutrition and stunting, adolescent’s health, including Safe Motherhood and Gender in Max -WASH II program area, assesses technical assistance needs in these areas and advises on the suitability of programs and related interventions to meet these needs; 
  • Addresses HEALTH, NUTRITION and GENDER policy issues of Government of Bangladesh (GoB) and GoB service providers and provides substantive inputs to facilitate policy dialogue among the institutions and departments regarding SRHR, Nutrition and Gender at local and national level;
  • Provides functional leadership and inputs into the design and formulation of SRHR, child nutrition and stunting programs and interventions translating Max Foundation and Max- WASH II mandate and strategic priorities into local interventions;
  • Responds to government plans and priorities. Ensures consultation with national and local governments and other stakeholders, including beneficiaries, for facilitating PNGOs to implement program activities implementation;
  • Establishing effective linkages with other Max Foundation funded projects/programs and with other initiatives in the sector with a view to developing substantive partnerships and generating synergies;
  • Develop innovative ideas and approaches for health program management and support to develop partnership with new PNGOs and INGOs on health programs
  • Develop strategy, operational plan, manuals, action plans, guidelines for Max Foundation’s programs/ projects to implement health program components like safe motherhood, menstrual hygiene, SRHR, Gender and prevention of stunting growth in children etc. regarding rural and urban contexts;
  • High level contribution to research of consolidation of Max Stunted Free Village approach in close collaboration with MF’s external consultant team under Max-WASH II program.
  • Work with existing and new partner organisations (PNGOs)
  • Safe-motherhood, menstrual hygiene and SRHR, stunted growth program implementation strategies and approach design and implementation;
  • Collaboration and networking with national level pear organization working for child health, stunted growth, nutrition, SRHR, Safe Motherhood and Gender equality.
  • Capacity Building
  • To develop policy and program guidance, training module/manual and tools to build capacity of NGOs on child health, stunted growth, nutrition, SRHR, Safe Motherhood, Gender quality and facilitate PNGOs to develop Gender Action Plan (GAP)
  • Reporting & monitoring
  • Prepare monthly, quarterly, Bi-annual and annual component performance report;
  • Prepare necessary plans, concepts and data on program update regarding SRHR, Nutrition and Gender;

Required qualifications:

  • Education:
  • Master’s in public health (MPH) with relevant Science/Social Sciences/Medical background and /or equivalent studies with no 3rd Class/GPA below 3.00 in any public examination. Only female is eligible for apply this post.

  • Experience:
  • The candidate should have at least eight (08) years’ experience in a development organization of which at least three (03) years in a senior position of SRHR, Nutrition and Gender specialist in any international /or reputed national NGO.
  • Experience should cover safe motherhood, SRHR, menstrual hygiene, gender and child health, stunted growth, nutrition and community development
  • Experience to work with Results and Rights based program/project implementation and have knowledge on Payment by Results management system
  • Skills, knowledge and competencies:
  • An excellent command in English language both verbally and in writing, ability to develop proper documents in English
  • Excellent Computer skills (Excel, PPT, SPSS, use of mobile apps etc.),
  • Ability to motivate and develop others
  • Behavioural flexibility and emotionally intelligent with strong logical and analytical skills
  • Ability to coach and mentor multi-sectorial partners

Salary & benefits and contract:

  • Salary & Allowances/Month:
  • Gross salary: BDT. 65,000 - BDT.70,000 per month (including all tax and levies) depending on experience; with a maximum annual increment of 10% (subject to the annual performance evaluation report);
  • Benefits: Two (02) Festival one-month gross salary;
  • Other admissible benefits as per Max Bonuses equalling Foundation policy;
  • Applicable income taxes will be deducted from employee
  • Contract:
  • Fulltime.
  • Open ended, subject to annual renewal (based on annual performance evaluation report).
  • Six (06) months probation starting from the joining date.
