Major Duties Include
Job Description / Responsibility

  • Department/ Team: Finance & Programme Support
  • Reports to: Executive Director/Chief of Operations (COO)
  • Supervisory Responsibility: Finance & Programme Support Team members
  • Coordinate with:
    • Internal : Executive Director, Senior Management Team (SMT) members, Programme Team.
    • External : Donors, I/NGOs, GoB Ministries & Departments, Corporate and other stakeholders.

Purpose of the position :

  • The Head of Finance & Programme Support provides leadership and direction for MMC Finance and all program support administrative processes. S/he will lead the financial management to ensure quality financial management, reporting, budgeting, banking, cash management and internal & external audits. S/he is responsible for ensuring cost effective, timely and compliant administrative support for processes of procurement & inventory, logistics. Responsible to ensure that program support services are provided in a manner reflecting a focus of efficient project implementation with expectations of quality, effectiveness, responsiveness and flexibility according to need and requirements of programme/projects (including Emergency) and organization’s internal and donor policies, procedures and control systems.

Responsibilities & Specific Tasks:

  • Financial management
    • Ensure that all policies, procedures and reporting requirements are in compliance with MMC, donor and GoB policies, procedures and requirements.
    • Identify requirements for and development of reporting formats and management tools to assist in the financial management.
    • Ensure timely provision of reports on budget vs expenditure to the management and the budget holders and the production of donor financial reports and management reports.
    • Monitor financial activities and keep the SMT advised of any issues arising.
    • . Develop and implement a strategy for strengthening project level finance, controls and accountability, including the capacity building of regional offices.
    • Assist programmes projects, partners and Executive Director and COO in designing and developing proposals (finance & operational part) in response to call for proposals within country, regionally and globally.
  • Keep abreast with legal procedures and obligations, and always maintain current knowledge of Bangladesh government especially NGO Affairs requirements.
  • Logistics & Procurement
    • Support to the personnel responsible for logistics (also includes during emergency response) to ensure that MMC provides efficient, effective and transparent procurement, logistics, licensing, insurance, asset management and transport services and that the logistics policies and systems meet the organization’s needs, GoB & donor compliance requirements.
    • Oversee the protection of MMC assets (inventory, fixed assets) through the oversight of internal control policies and procedures.
    • Keep abreast with legal procedures and obligations and always maintain current knowledge of GoB requirements relating to logistical activities and ensure compliance with the law.
  • Security Management
    • Ensure that effective security systems and procedures are in place, understood by all staff and adhered to.
    • Inform Executive Director/COO/SMT if organization is at risk for any deviation or when major changes occur in them
    • Ensure compliance of MMC to national legal provisions including those governing registration and approval of NGO Affairs Bureau & other GoB approvals.
  • External relations and other duties
    • Establish and maintain good relationship with relevant government ministries and departments, UN agencies, donors and NGOs, in order to strengthen coordination and collaboration and to generate interest and funding for MMC programmes.
    • Liaise with counterparts in other NGOs and partners and manages the development, implementation and maintenance of partnership agreements with these entities.
    • Conduct regular field visits to carry out capacity building and perform spot check audits on the implementation of policies and procedures.
    • Any other tasks, which may be assigned from time to time by the ED/COO/SMT commensurate with the general thrust of this JD.

Job Qualifications:

  • A post-graduate degree (in Accounting, Business Administration, Finance); a related professional certification/ diploma is preferable.
  • A minimum of seven years experience with experience & familiarity in social development issues and the NGO sector in Bangladesh.        

Skills and Personal attributes:

  • A minimum five years of managerial experience in Finance & operation/programme support services.
  • Extensive experience in Finance, logistics.
  • Sound understanding of budgets, financial management, programme management.
  • Demonstrable field experience of logistics management.
  • Problem-solving skills, analytical skills, ability to work under pressure and good communication skills.
  • High level of reliability, objectivity and leadership skills.
  • Working within a team and meeting deadlines.
