For developing Competency Based Learning Materials (CBLM) on
Setting Operation

Background
Leathergoods And Footwear Manufacturers & Exporters Association of Bangladesh (LFMEAB) is the apex trade body in the country representing the leather industry particularly Leather goods and Footwear sub-sector. LFMEAB is implementing Ministry of Finance awarded Skills for Employment Investment Program (SEIP) for the leather sector which is supported by GOB, ADB, and SDC.

Purpose of the Assignment
LFMEAB-SEIP is looking qualified firm/consultant to be appointed as a consultant to develop a Competency Based Learning Materials on Setting Operation for leather specific training as per provided Competency Standard and guideline.

Title of the assignment : CBLM of Setting Operation

Time Frame: The total consultancy period will be of 45 working days from the date of work order.

Scope of Work
The firm/resource person will undertake all the relevant activities related to preparing the CBLM of Setting Operation as per competency standard provided by LFMEAB-SEIP and the unit of competencies are following:

use basic mathematical concepts
Carryout workplace interaction
Operate in a team environment
Apply occupational health and safety (OHS) practice at workplace
Work in the leather, leather goods and footwear industries
Use tools and equipment in setting operation
Identify materials for setting operation in footwear making
Perform folding operation
Perform setting operation in footwear making

Development frame work:

  • Meeting with PIU technical personnel for understanding the assignment.
  • Develop a DRAFT CBLM and Assessment tools.
  • Review/development workshop (Should include 3 industry expert)
  • Validation workshop on draft CBLM (Validation committee should not less than 5 members which must include one from PIU and others from industry expert).
  • Finalize the CBLM based on input of validation committee.
  • Develop facilitator guide. 
  • Submit the final CBLM and Facilitator Guide with assessment tools.

Deliverable:
The key deliverables for the assessment are Competency Based Learning Material (CBLM) facilitator guide with assessment tools (in Bangla)
* 5 printed copy of CBLM and Soft copy of all documents by CD/pen-drive/google drive.
* CBLM, facilitators guide and assessment tools, softcopy or hardcopy, prepared by the consultant/firm for the Client under the Contract shall belong to and remain the property of the Client.

Required skills and experience of Consultant/firm:

  • Applicant should have minimum 5 years working experience in related activities into footwear manufacturing organization preferably with BTEB Certified/BTEB registered training organization.
  • Consultant should have B.Sc Eng/graduation in related field.
  • Ability to produce high quality outputs in a timely manner while understanding and anticipating the evolving client needs.
  • Experience in conducting need assessments and developing training modules/curriculum/training materials/CBLM etc, preferably in related field.
  • Experiences and skills in facilitating stakeholder/working group consultations and training.
  • Excellent writing, editing, and oral communication skills in English and Bangla.
  • Graduate or equivalent qualification with at least 5 years work experience in the leather sector.

Fees and mode of payment:

Financial Proposal Should not exceed Tk. 4,20,000 (Four Lack Twenty thousand) which include 10% Tax and will deduct on subsequent payments. 30% of the payment will made with the work order, 30% payment after completion of review/development workshop, rest of the payment made after successfully submission of the final copy. 

Documents to be Included When Submitting the Proposals:
While submitting the Technical Proposal, the Applicant shall, in particular, ensure to attach the
following:

  • Profile of the consultant/firm (max 1 page) explaining why they are the most suitable for the work.
  • Relevant Experience (max 2 pages).
  • Detailed methodology and conceptual framework with expected deliverables and timelines, man days required (3-5 pages).
  • Recent CV of consultant
