Individual Consultant and Volunteer Roster

1. Background

Transboundary Rivers for South Asia (TROSA) programme has been working in Bangladesh starting from January 2017. This five-year program (2017-2021) is jointly implemented by Oxfam and its partner organizations Canter for Natural Resource Studies (CNRS) and Gana Unnayan Kendra (GUK). This programme envisions to reduce poverty of river basin communities in the Ganges, the Brahmaputra and the Meghna basins through increased access to, and control over, riverine water resources. TROSA seeks to inform and influence trans-boundary water governance policies and practices at the local, national and regional levels. Through partnership and innovation, the program aims to contribute to progress towards the Sustainable Development Goals (SDGs).

We are seeking to receive expression of interest from individual consultants and volunteers for short-term/temporary assignments in fields based on specific research need. This will help project partners to find certain expertise based on the temporary need. The profile of successful applicants shall be put on a roster for a period of one month and they will be communicated based on the specific project need.

2. Project Goal

To reduce poverty of river basin communities through increased access to, and control over, riverine water resources.

3. Project Objectives

  • Improved policies and practice of governments that protect the rights of communities living along the Ganges, the Brahmaputra and the Salween river basins to water resources.
  • Improved policies and practice of private sector and other actors that respect the rights of river basin communities to water resources.
  • Strengthened capacity of river basin communities and civil society to influence trans-boundary water resource management.
  • Strengthened women’s voices in decisions on water management and water infrastructure.

4. Objective of the call

The overall objective of this assignment, is to place qualified Consultant(s) and volunteers in a Roster, for the next 3 years in order to expedite hiring processes for conducting researches and capacity building activities.

5. Nature of work

The project seeks expressions of interest from qualified consultants and volunteers in the following specializations of inclusive water governance and natural resource conservation: 

5.1. Research on

a) Fisheries Management
b) Aquatic ecosystem,
c) Inland water transport,
d) Sand mining,
e) Social-ecological systems analysis,
f) Traditional/indigenous knowledge on river management (erosion/flood/pollution/ ecosystem services management)
g) Agricultural ecosystem
h) Hydrology and river morphology
I) Environmental Impact Assessment (EIA)/ Strategic Environmental Assessment (SEA)
j) Economic valuation and scenario development (cost benefit analysis)
k) Mapping and spatial analysis
l) Flood early warning system
m) Business Sustainability Analysis

5.2. Capacity building of youth, women leaders, community leaders and CSOs on Integrated Water Resource Management and Inclusive Water Governance.

6. Scope of Work

Tasks assigned in each individual assignment may include one or more of the following:

6.1. Research

  • Design the methodology of research, design framework, plan and conduct the research
  • Review of existing relevant literature;
  • Conduct research survey, FGDs, KII and other interviews
  • Facilitate field level data collection and analysis
  • Prepare knowledge products, such as reports, articles, policy briefs and so on;
  • Prepare and publish research findings in national and international online and offline platforms such as newspaper, journals, relevant websites, newsletter etc.
  • Document case stories and best practices connected to the research activities. 
  • Identify and analyse national and international policies related to research findings and identify specific areas for dialogue, advocacy, or cooperation with Government, Private sector and community people.

6.2. Capacity Development/Training

  • Develop need and target group specific training tools and manuals based on training needs assessment.
  • Design capacity building strategy for various stakeholders e.g. youth, women leaders, community leaders and CSOs.
  • Conduct and/or Coordinate trainings and workshop
  • Conduct the evaluation of capacity building activities and produce training reports.
  • Design and delivery of training tool-kits, products etc.
  • Communication for organizing training programmes

6.3. Communications and advocacy

  • Produce communication products such as video, infographics, slides, flyers related to project activities
  • Review of Knowledge products of others (subject, design and content)
  • Monitoring the media activities on specific issues
  • Disseminate knowledge and communications products.
  • Design relevant campaign strategies for the project.
  • Develop ICT based product for knowledge dissemination (E-book, slides and apps)
  • Communication for organizing different types of media events

 8. Minimum requirements

8.1. Experts

  • A PhD in relevant discipline along with 5 years of relevant experience or a Masters in relevant discipline along with 10 years of relevant experience.   
  • Excellent command on English and Bangla for oral and written communication in required.

8.2. Specialists

  • A Masters in relevant discipline along with 5 years of relevant experience or a PhD degree
  • Excellent command on English and Bangla for oral and written communication in required.

8.3. Associates

  • A Masters in relevant discipline
  • Some relevant experience will be preferred, special consideration for women professionals
  • Excellent command on English and Bangla for oral and written communication in required.

8.4.  Interns

  • Completion of Bachelors level education or recommendation from academic institutions
  • Excellent inter personal skills and learning attitude
  • Good command over written and verbal English and Bangla

8.5. Volunteer

  • Excellent inter personal skills,
  • Experience of co-curricular activities preferred
  • Strong commitment for the right of marginalized

9. Remuneration package

No Remuneration is offered for interns and volunteers. Remuneration for associates, specialists and experts is subject to negotiation. All actual cost incurred in carrying out the works will be reimbursed based on the agreement.
