A reputed international NGO is looking for a deserving, highly motivated and self driven individual to fill in the position of:    

HEAD OF PROGRAMMES

The position is responsible to manage the portfolio of Water, Sanitation and Hygiene (WASH) focused programmes and projects set out by the organization.  Under the guidance of the Line Mangers, key responsibilities of the position are designing and implementing all programmes and projects, and supporting the organization and contributing to the strategic requirements. Managing partner organizations including their budgets is inherent responsibilities of this position. The positions is overall responsible for ensuring quality of implementation maintaining timeframe

Key Responsibilities:

  • Lead programmes as well as team members in line with the strategic plan to ensure maximum impact and effectiveness.
  • Provide technical advice and assurance that all activities related to water and sanitation programme, including environmental impact assessments and mitigation measures, are being done and followed up effectively.
  • Initiate challenging pilot interventions, capture the learning and mainstream those in the programme. Actively contribute in developing project concepts and proposals including budgets.
  • Lead in selection of new Partner Organizations and engagement with them. Once selected, ensure capacity development activities of Partner Organization to deliver the required outputs.
  •  Maintain up to date knowledge of sector and best practice to ensure that the Country Programme stays at the forefront of practice and disseminate appropriately within team and other staff.
  • Contribute to develop strategic documents and review/update the existing strategic documents as well. Also help to develop implementation strategies and operational procedures for different interventions to ensure systematic programme implementation within allocated resources and meeting the objectives of organization.
  • Collaborate with Advocacy unit to ensure the effective integration of programme, policy and advocacy activities to meet strategic objectives and support Advocacy unit in identifying advocacy issues based on evidence and experience from the field.
  • Contribute in knowledge management by suggesting and supporting outsourcing of studies, assessment, research, video documentations etc.and by promoting a culture for cross learning based on experiences and evidence from the field through organizing learning sharing workshops, seminars exposure visits, sharing meetings etc.
  • Facilitate in developing strategic partnerships with relevant agencies within and beyond WSS sector; develop and strengthen partnerships, networks and alliances among sector stakeholders, government counterparts and NGOs involved in water and sanitation related activities in order to foster mutual learning and identify innovations that would increase the efficiency and effectiveness of the sector.
  • Act as a spokesperson for the organisation and participate in meeting, seminar and other strategic/important events at national, regional and international levels.

 Required qualifications:

  • Masters’ preferably in Social Science.
  • At least 10 years management experience in development field of which 3 years with any international organisation/donor agency.
  • Demonstrated expertise of leading and managing a group of highly competent team members as well as excellent people management.
  • Significant relevant and proven experience preferably in NGOs, to include:
  • Leading, developing and implementing water and /or sanitation strategy
  • Developing and managing budget
  • Working at a senior level with a proven capacity to influence decision makers
  • Developing and managing strategic relationships to achieve common goals and objectives
  • An in-depth understanding of national and international development issues, including actors, development politics and donor reporting requirements, in particular in relation to water and sanitation.
  • Knowledge and skills of planning and budgeting, report writing-specially institutional and statutory reporting.
  • Be aware of the broader perspective (e.g. links between Projects, links with other Programmes/initiatives) and how this affects the Programme/Project.
  • Excellent presentation and oral communication skills both in Bangla and English;
  • Excellent facilitation and mentoring skills with different groups of audiences.
  • Competent to make effective decisions, uphold organizational values, promote integrity and advance organizational mission and vision.
  • Excellent leadership qualities, team building spirit and problem solving skills; should be able to draw confidence and support from others.
  • Able to plan, prioritise and organise self and others, ability to work under pressure and meet deadlines.

Probation                 The appointment is subject to the satisfactory completion of a six month probationary period.
