Duties & Responsibilities:
- Conduct and coordinate regular safety meetings in matters that relate to work area hazard, obtain information and take appropriate measures for prevention.
- Responsible for monitoring causes of environment pollution including air, earth and water; and potential hazards associated with the operation of the plant; recommend and/or take corrective measures so to maintain an environment friendly operation of the plant in compliance with DOE rules/ company rules and procedures.
- Make inspections to detect unsafe conditions, fire hazard and unsafe practices, for example unguarded openings, slippery floors, bad lighting, accumulation of rubbish, deficiencies in equipment, and failure to use equipment where needed. Take corrective measures to address these.
- Ensure general compliance with Safety instructions and rules in accordance with the HSE policy and procedures.
- Assist HSE Manager to arrange for fire drills, and emergency evacuation mock trials.
- Monitor and check the firefighting and lifesaving equipment on a regular basis and work for routine maintenance.
- Check position, pressure gauge, safety pin of the fire extinguishers and clean or clear obstructions, if any.
- Check fire water tank & fill with water to maintain required level.
- Inspect entire fire water line including the barge and on shore establishment for leakage and or malfunction.
- Check water line valves to keep it operable, and take appropriate steps to maintain pumps run smoothly.
- Check fire hoses and hydrant boxes to assure leak proof condition.
- Remove or replace damaged hose from the box, when necessary. Recommend change and/or up-gradation on company fire-fighting and safety systems & equipment to HSE Manager.
- Maintain breathing apparatus and fireman’s outfit such as cylinder gas, fireproof blanket, heatproof dress, life buoy and check if these are operable or not; take appropriate measures to replace if damaged. Ensure that Personal Protective Equipment (PPE) is worn by every employee at his/her work area.
- In coordination with operation department ensure projected hot / cold works are carried out in compliance with established practices and procedures;
- Prepare and arrange for display of safety posters and notices in consultation with HSE Manager.
- Recommend replacement of any defective working gear (Chain Block, Safety Belts, lifting belts, etc.
- Ensure & maintain “No Smoking Policy” at all times in the plant.

Required qualification and experience:
Education: B.Sc or Diploma in Electrical/Mechanical/ Power Plant Engineering from a recognized college/ university/ institution.
Prior Work Experience: 5-7 years experiences in HSE field in Utility/Power Plants or Chemical Process Plant.
Additional Training/Qualification: Training in fuel/gas engine operation and maintenance, management & operation of power plant, or training in safety & security, health & environment issues. Computer literacy in MS office is a must.
Knowledge: Knowledge in safety & security procedures, fire fighting, emergency evacuation programs, & safety and security of personnel & equipment, OHSAS and ISO standards, DOE and World bank regulations.
Skills and Abilities: Must be able to interact with variety of people and communicate well so to make them aware of the safety program, skilled in training and/or orienting employees with safety measures and procedures and update them with recent improvements to safety measures.
Language Proficiency: Good Working Knowledge both in English & Bangla. |
