A large multinational company is looking for experienced personnel for the following positions for their Sirajganj project;

Position: HSE Manager

Duties & Responsibilities:

  • Advise Plant Manager and Managing Director on all matters related to HSE of the entire plant including safety of man, material, equipment.  Develop & implement safety policies & measures to be followed by all company personnel and contractors. 
  • Ensure that all accidents and incidents are thoroughly investigated, reported and appropriate corrective and preventive actions including the sharing of lessons learned are carried out in a timely manner and registered regularly in an accident record book, summarizing the conclusions reached on every accident and dangerous occurrences studied, in order to provide a permanent source of guidance.
  • Arrange proper and timely HSE assessment/audits to identify areas of improvement and implementation of measures and arrangements identified as necessary from the assessments/audits.
  • Oversee the strict implementation of all SNWPCL security policies and procedures at all times so employees, material, equipment, are properly secured. 
  • Enforce & monitor the “No Smoking” policy in the plant.
  • Monitor and/or deploy third party security personnel and Ansars (if required) so to maintain security of plant; liaise with third party security management on matters pertaining to security. 
  • Coordinate and liaise with local administration especially OC, SI, of Soydabad Sadar Thana and DC of Sirajganj District to ensure security of plant and employees.
  • Coordinate with Fire Brigade of Sirajganj, Soydabad Union Parishad, Department of Environment in Dhaka, etc.
  • Ensure compliance with Department of Environment (DOE) and World Bank guidelines/requirements. Monitor and assist in maintenance and compliance of all regulatory compliances of Bangladesh government and agencies or SNWPCL’s rules and regulations.  Take appropriate measures so all legal and regulatory compliances are met.    
  • To keep abreast of changing legislation and good practices in the area of responsibility and ensure that the company is complying with all its statutory responsibilities related to Health, Safety and Environment.
  • Prepares and implements the required inductions and training programs to plant personnel on environmental protection, emergencies, occupational health and job site safety.
  • To develop cost effective, quality and timely management information on key Safety and Environmental impacts. 
  • HSE Manager is responsible for updating and maintaining the integrated Health, Safety and Security System management system procedures.
  • Perform task assigned by the immediate supervisor to this position, but not specifically stated in this description.

Required qualification and experience:

Education: B.Sc in Electrical/ Mechanical/ Power Plant Engineering from a recognized college/ university/ institution.

Prior Work Experience: 15 years experiences in HSE field in Utility/Power Plants or Chemical Process Plant.

Additional Training/Qualification: Training in fuel/gas engine operation and maintenance, management & operation of power plant, or advanced training in safety & security, health & environment issues.  Computer literacy in MS office is a must.

Knowledge: Knowledge in safety & security procedures, fire fighting, emergency evacuation programs, & safety and security of personnel & equipment,  OHSAS and ISO standards, DOE and World bank regulations.

Skills and Abilities: Must be able to interact with variety of people and communicate well so to make them aware of the safety program, skilled in training and/or orienting employees with safety measures and procedures and update them with recent improvements to safety measures.

Language Proficiency: Excellent Working Knowledge both in English & Bangla.
