MEL Coordinator

Working title: MEL Coordinator
Employee group (Full time/Part-time/Limited/Casual): Full Time
Schedule (hours/days): 37.5 hours in a week starting from Sunday through Thursday
Location:  Dhaka, Bangladesh

Job Summary 

Johns Hopkins Center for Communication Programs (CCP) is hiring a MEL Coordinator – qualitative for a USAID-funded integrated health program focused on capacity strengthening and behavior change in four distinct areas: Nutrition, Family Planning, Tuberculosis, and Maternal and Child Health.

As a key member of the Johns Hopkins Center for Communication Program’s (CCP) Monitoring, Evaluation and Learning Team, the MEL Coordinator will work as an integral part to facilitate and strengthen SBCC activities of the Ujjiban project. The incumbent serves as point person to support a robust monitoring and evaluation system that includes defining specific and quantifiable performance indicators and targets for the program and reporting results. This position reports to the Monitoring, Evaluation and Learning Advisor (MEL Advisor).

Essential Duties and Responsibilities include the following. Other duties may be assigned as needed.

  • Assist MEL advisor in the monitoring and evaluation strategies of Ujjiban SBCC activities
  • Preparing annual research plans in consultation with MEL Adviser
  • Prepare a quarterly reports and other updates in consultation with MEL Advisor
  • Provide inputs for research protocols, sample designs and sampling methods for specific research activities planned for the project
  • Take lead in hiring, managing and developing research consultants for MEL team to conduct any rapid assessment activities as well as research studies
  • Liaise with the research suppliers and take lead in different activities related to the study, e.g., designing tools based on the requirements, pilot testing the questionnaires and recommending necessary revisions, conducting training, monitoring research activities of the agency, etc.
  • Take lead in preparation of research tools and data management by the research consultants and if need be, by self, as and when needed
  • Work with the MEL Adviser to prepare necessary documentation for obtaining IRB approval as per project requirements
  • Organize training of field personnel in consultation with the project team, including monitoring and supervision of fieldwork (ensuring data validation and quality checks as committed in the proposal) and updating MEL Adviser on the fieldwork progress from time to time
  • Assist MEL advisor in preparing research reports and presentations to the project team, government officials and donors
  • Compile data and tables based on secondary sources such as BDHS and other national surveys
  • The person should have skills for conducting quality assurance assessments during quantitative and qualitative studies
  • The person should be able to interpret basic data that include univariate and bivariate tables
  • Other duties as necessary, as instructed by supervisor and COP

Desired qualifications and attributes:
Minimum postgraduate or higher qualification in Anthropology, Sociology, Social Work, Statistics, Public Health, Development Studies, Demography or related field from a reputed institution.

Experience Requirements

  • At least 7 year(s)
  • The applicants should have experience in the following business area(s): Monitoring and Evaluation Officer in a research agency, research institution or other local and/or international Organization
  • Any background or work experience in reproductive, maternal, newborn and child health, TB or nutition will be an additional asset.

Additional Requirements

  • Excellent interpersonal relationships and team work
  • Excellent communication skills
  • Analytical thinker with significant experience in data analysis/statistical modeling
  • Knowledge of any data analysis software will be added advantage
  • Willingness to travel as and when required to the project locations
  • Both males and females are allowed to apply

Language Skills Must be fluent in written and spoken English and Bangla
