The Challenge TB (CTB) Project is the flagship global initiative for implementing USAID’s TB strategy and is being implemented in 22 countries including Bangladesh by a unique coalition of nine international organizations in TB control.  The CTB is being implemented in Bangladesh since 2014 and providing technical assistance to the National Tuberculosis Program (NTP), Directorate General of Health Services (DGHS) under Ministry of Health and Family Welfare (MoHFW), Government of Bangladesh (GoB). The current focus of the initiative is to lay strong ground for the Zero TB Cities Initiative recently launched by the MoHFW. As part of its urban focused activities, CTB is looking for a Senior Advisor (ZTBCB Network Mobilization - NGOs and Private Sector.

JOB DESCRIPTION

Job Title : Senior Advisor (ZTBCB Network Mobilization - NGOs and Private Sector)

OVERALL RESPONSIBILITIES:
The Senior Advisor (ZTBCB Network Mobilization - NGOs and Private Sector will work with the Senior Technical Director and other senior team members of Challenge TB (CTB) Project to implement and manage Zero TB Cities initiative (ZTBCI) to reduce the burden of TB morbidity and mortality in urban Bangladesh. The position will also be responsible for situation analysis, planning and implementation of ZTBCI as outlined in the Strategic Road Map of the Zero TB Cities Bangladesh (ZTBCB) 2018-2025 under the Leadership of National Tuberculosis Control Program (NTP) in assigned geographic areas of Dhaka City Corporations. S/he will provide essential technical support to CTB, which includes working with the NTP, Dhaka City Corporations, Local Government authorities and other stakeholders to implement ZTBCB through extensive consultations, ensure timely completion of deliverables, facilitate coordination among CTB thematic teams, and support program learning and dissemination efforts.

KEY AREAS OF ACCOUNTABILITY:

Essential Duties, Responsibilities and Impact
Provides technical input to the strategic and operational plan for Challenge TB Project. Provides supervision and mentoring support to direct reports. Provides information to the Line Management or to other Senior Advisors so that they can make accurate decisions. Builds effective relationships with peers and managers and maintains cordial working relations with all project staff, NTP, Dhaka City Corporations, NGO and private sector partners and other key stakeholders.

The Specific Responsibilities are:

  • In collaboration with the NTP, initiate ZTBCB implementation process and lead the implementation of agreed activities in the assigned geographical areas mobilizing NGOs and private sector networks and communicating with City Corporations, local government authorities, NGOs and private sector providers (both formal and informal);
  • Coordinate with NTP/MoH&FP, City Corporation representatives/leaders, LGRDC staff, urban NGOs, civil society representatives, private sector providers and other urban partners regularly to engage them in ZTBCB activities (search, treat and prevent) for early identification, diagnosis, referral, enrolment and treatment supports for TB patients.
  • Mobilize the networks of NGOs, private diagnostic centres/hospitals and informal providers (drug sellers) in DSCC to integrate TB services (screening and referral) into their facility and community-based service delivery structures.
  • Support formation of Urban TB sub-committee for smooth ZTBCB programming and implement recommendations related to urban TB after detailed discussion with TB Technical Committee (TTC) on strategic road map of ZTBCB.
  • Integrate TB services (screening and referral) into Essential Service package (ESP) of UPHCSDP and AUHC Smiling Sun clinics.
  • Organise training sessions for UPHCSDP and AUHC staff to start TB case management in their clinics.
  • Organise and facilitate training/orientation of the Councillors/ local community leaders of City Corporation regarding their roles while working in their respective wards on ZTBCB.
  • Coordinate regular review of performance against assigned tasks and make necessary mid-course corrections and adjustments to implementation plans and budget.
  • Guide and support the Finance and Grants team to develop the project annual budget in line with the work plan; and periodic budget revisions and adjustments.
  • Review technical documents, data, reports to be shared with USAID.
  • Track progress of programs against deliverables specified in approved work plans.
  • Ensure timely completion of activity reports and share with M&E Team so that they can finalize Quarterly reports, Annual Reports etc. on time.
  • Represent the project in relevant Technical Working Groups and other task groups established from time to time to provide technical assistance for Urban TB Care deliver/system strengthening, for advocacy or to facilitate stakeholder coordination.
  • Participate in the program senior management team meetings and contribute to the program level management decision-making;
  • Support the Communications Team to prepare abstracts, papers for publications, technical highlights/briefs and other documents for dissemination; ensure the technical and scientific appropriateness of products for publication as well as contribute to the strategic communication efforts of the project.
  • In collaboration with the Country Project Director and Senior Technical Director, represent and dissemination of ZTBCB lessons and learning in appropriate technical and managerial advisory groups with government, external stakeholders and with USAID.
  • Act as a liaison with CTB supported institute/organizations and other NTP implementing partners concerning technical matters, when appropriate.
  • Organize and facilitate training/workshop/orientation/meeting as needed and designed by the project; document meeting proceedings and follow-up and update on recommendations from the meeting.
  • Work in close collaboration with other advisors of CTB Bangladesh for smooth implementation of the project activities.

QUALIFICATIONS:

  • Master’s Degree, preferably in Public Health, International Development, Management, or an advanced degree in a health management/communication related discipline.

ESSENTIAL EXPEREINCE:

  • At least 7 (seven) years of overall experience in managing international public health programs, including 5 years’ experience in senior technical and management position.
  • Experience of working with National TB Control program, City Corporations, NGOs and private sectors in Bangladesh.
  • Superior writing skills, including expertise in writing project work plans, budgets and program learning documents, scientific documents, and documents for publication.
  • Experience in the development of detailed implementation plans and budgets.
  • Proven leadership skills and expertise in strategic program planning, implementation and management.
  • Ability to build capacity and collaboration between governmental including city corporations and non-governmental partners (NGOs, private providers) and other TB program implementers.
  • Experience in designing, analysing, editing and presenting data for donor reporting and presentations.
  • Excellent oral presentation skills.
  • Willingness to conduct frequent field trips in Dhaka and to communities. About 40 percent of the time will be required for field travel.
  • Experience in managing or supporting USAID funded project will be preferred.
  • Expertise in multiple technical areas is highly desired, such as infectious disease, maternal, new-born and child health, NCDs, nutrition, family planning, health systems strengthening.
