Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox Bazar and other parts of Bangladesh.

To address the glaring education and protection needs of the refugees and host community in Cox’s Bazaar district, the IRC is in the process of pursuing a multiyear funding that will integrate education and child protection for close to 100,000 refugees and host community members focusing on children and adolescents over the course of next four years.



The Education Coordinator will be responsible for the overall strategy, management, coordination, and technical support for the implementation of education activities within the areas of operation for the IRC in Bangladesh, and will be expected to collaborate effectively and regularly across sectors to ensure integrated, holistic support for children and adolescents. S/he will be responsible for monitoring and assuring technical quality, the creation and dissemination of training materials, and managing relationships with external factors including government authorities, humanitarian working groups, and project partners.


Major Responsibilities

  • Undertake lead role in designing education sector programme and projects; produce technical sections of new proposals, budgets and other supporting documents ensuring timeliness and desired quality;
  • Utilize the IRC’s Outcomes and Evidence Framework (OEF) and related theories of change in project design and promote understanding of OEF tools among education sector staff
  • Stay abreast of developments in the IRC Education Technical Unit and global working groups related to new tools and guidelines, and lead the development and/or contextualization of teaching and learning materials for supported populations in Bangladesh as appropriate
  • Ensure technically sound project implementation; setting up of technical standards, producing technical guideline to support harmonized implementation in line with identified needs and agreed donor proposals;
  • Work closely with and support implementation teams to develop work plans, procurement plans and spending plans.  ensure that procurement of  goods and services those of technical nature are procured with correct specifications 
  • Work closely with and support Programme Quality Coordinator and MEAL team to design robust MEAL plan and its execution; Review and analyses MEAL outcome for programme adjustments  
  • Lead capacity need assessment (CAN) of IRC team and partners and roll out robust capacity development plans (training, onsite hand holding technical support, coaching and mentoring)
  • Technical supervision and support to the sector staff to implement IRC education programs to a high quality standard
  • Support direct supervisors to ensure team members are aware of job expectations and have clear performance objectives; contribute in regular performance review and initiate corrective action as needed
  • Proactively collaborate with other sector technical coordinators, particularly Child Protection and Women’s Protection and Empowerment, to promote program integration and an outcome-based approach
  • Undertake lead role in producing sector specific context and trend analysis, need assessments etc and suggest necessary programme adjustments
  • Undertake lead role in producing education sector strategy and regular reviews / revision aligned with IRC’s global strategy, Bangladesh Strategic Action Plan (SAP) and other relevant external framework;
  • Provide needs-based support on partner assessments and development of new partnerships and its management
  • Maintain open and professional relations with colleagues, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
  • Regularly attend technical working group meetings and other relevant coordination structures at Cox bazar level to ensure harmonized implementation approaches
  • Play an active role in the execution of the country Strategic Action Plan
  • Support timely recruitment, comprehensive on-boarding, and the general growth and wellbeing of team members
  • Support on advocacy messaging both in country and at international level



  • Minimum of five years of relevant professional experience in the programme designing, management and coordination of education programs, especially in emergencies required; experience with child protection has an added advantage
  • Previous experience managing diverse teams to deliver results on short timelines, including the development of spending plans, procurement plans, and work plans
  • Experience of working as international staff in other countries is highly preferred 
  • Strong analytical skills and ability to think strategically and it’s effective execution
  • Competency in literacy, numeracy, and social and emotional learning methods for children and adolescent affected by crisis, familiarity with the Healing Classrooms model an advantage
  • Excellent facilitation skills with proven experience of capacity development of staff and partners
  • Good understanding of education sector and related policies and programme in Bangladesh
  • Budget planning and management skills, previous experience developing and effectively managing multi-million, multi-donor grants is an advantage
  • Strong verbal communication skills and effective in representation and liaison with external actors
  • Promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle stress and pressure with professional grace.
