Background/IRC Summary

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.

Background of Country and Emergency Response:

Since August 25, 2017 more than 671,000 people have escaped from Myanmar into Cox Bazar, Bangladesh. As Monsoon rains being in March, the population in the refugee camps are at a high risk of floods and landslides. More than 102, 00 refugees are at risk of being directly impacted by these natural disasters. Along with monsoon rains, tropical cyclones are prone to this area from March to October, which could bring catastrophic damage and loss of life to both host and refugee populations due to lack of properly constructed shelters.

Along with the risk to the refugee and host population, there is risk that health facilities will be inaccessible or damaged by the weather events. In response to this threat, IRC is creating Mobile Medical Teams which will be dedicated to responding to affected areas by providing lifesaving emergency and primary health care to the population.

Job Overview/Summary:

The Pharmacy Dispenser is a member of the IRC health team and will be responsible for supporting the implementation of the IRCs Mobile Medical Teams emergency and primary healthcare activities in the Rohingya Refugee Camp, Cox Bazar after natural disaster events such as floods, landslides and cyclones. (S)He will primarily be responsible for dispensing medicines to patients and ensuring the implementation of medical stock recording, tracking, and management systems. Whilst the MMT is not deployed, the team will contribute to improving the IRC’s existing health programs in the camps.

The Pharmacy Dispenser is responsible for overseeing and implementing the following specific activities:

  • Day to day dispensing of drugs at the health facility/mobile clinic.
  • Ensuring appropriate storage of medical drugs, equipment and supplies.
  • Maintaining up to date inventories and completing timely requests and reports.

Major Responsibilities:

Pharmaceutical Management

  • Dispense medicines to all patients according to the doctor’s prescription.
  • Provide counselling to patients regarding the proper usage of prescribed medications.
  • Routinely monitor the expiry dates of medicines; those medicines with short expiry dates will be used first before they become expired. 
  • Keep the drug store clean and store the medicine appropriately with up to date bin cards, in order to be checked easily and issued properly.
  • Monitor and ensure optimum room temperatures are maintained and charting room temperatures regularly.
  • Prevent physical damage and contamination of drugs.
  • Ensure all stock related reports and inventories are completed.
  • Notify the clinical officer in-charge of the drug stock levels to ensure no stock outs.
  • Work with other health staff to ensure clinic areas are appropriately stocked with essential equipment and supplies.
  • Ensure regular inventory and consumption tracking of medical drugs and supplies.
  • Work with relevant staff to ensure prompt requesting of medical drugs and supplies.

Staff Supervision & Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and provide guidance to enable staff to successfully perform in their positions.
  • Provide pharmaceutical support and mentorship to other health mobile clinic staff, providing on-the-job training where needed.

Monitoring & Reporting

  • Ensure all dispensary documents are completed in a timely manner.
  • Maintain up-to-date stock inventories.
  • Compile and submit stock consumption reports.

Other Duties

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Professional Standards:

  • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

Work Environment:

  • The Mobile Medical Team will be working in various locations within the Rohingya Refugee Camp in the Ukhia district and will be working in open environments and required to set up mobile work stations.
  • Mobile Medical Teams will deploy to affected areas after natural disasters such as floods, landslides and cyclones; therefore work environments will change frequently.
  • Mobile Medical Teams may be required to carry supplies in backpacks, walk to affected areas and set up work stations.

Qualifications:

  • Diploma in pharmacy and/or trained as a dispenser along with 1-2 years’ work experience
  • Registered with Pharmacy Council (if appropriate)
  • Good mathematical skills
  • Ability and flexibility to understand the cultural and political environment and to work well with the local health representatives.
  • Skills to provide sensitive and appropriate medical counselling.
  • Excellent communication skills.
  • Must be a team player with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy.
  • Must be able to and willing to assist with carrying patients on stretchers and carrying equipment if necessary.
  • Ability to be innovative, flexible, and adaptive.
  • Ability to live in challenging conditions and ability to work under difficult, high pressure situations.   
  • Ability to speak in English and Bangla; Chittagong speakers would be added as an extra qualification.

Travel and other requirements:

  • Employees will be required to live in Cox Bazar for the duration of their contract.
