Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox Bazar and other parts of Bangladesh.


The purpose of this position is to

  • The Senior Finance Manager will directly report to IRC/Bangladesh Financial Controller and will work closely with the program sector coordinators, and related program and finance staff.
  • Ensure day-to-day financial transaction, review of payment supporting documents data processing while keeping in line with IRC policies and procedures as well as GoB rules and regulations (including FD compliance).
  • Ensure proper accounting data base both Cox’s Bazar, Ukhia and Teknaf.

Major Responsibilities

  • This position is responsible for prepare and regularly update spending plan and accurate cash forecasts in coordination with Program coordinators/managers.
  • Review and consolidate monthly field cash request and expense projection. Analyze differences of the projections and actual spending.
  • Work with the grants unit to ensure that all donor related information is disseminated to program, finance and logistics staff to enable them abide by donor rules and regulations.
  • Responsible to manage financial database (SUN System) and processing of journals.
  • Analyze balance sheet, account reconciliation on monthly basis and provide action taken to clear any outstanding balances. Send to sector heads all outstanding balances on monthly basis.
  • Coordinate consolidation of field site cash projection and prepare cash transfer request to Dhaka office.
  • Responsible for training of finance and non-finance staff and will represent finance during on boarding of new staff (staff orientation).
  • Any further responsibilities delegated by the supervisor.


  • Minimum 8 years' experience in a mid-level finance function, utilizing computerized accounting software and excellent excel skills.
  • The requirements should establish a baseline (minimum) for educational background, previous work experience
  • Professional knowledge or certification, specific skills and strengths and any other skill necessary to perform the essential functions of the job
  • Experience working with computerized accounting (Sun) system
  • Advance skills in MS Excel & MS Office
  • Proactive and positive attitude
  • Good English communications skills both verbal and written.

  • CA inter or Certified Accountant or Management Account and related fields highly preferred.
