Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox Bazar and other parts of Bangladesh.

Purpose

The purpose of this position is to ensure facilitating FD6/FD7 ,external audits, support in preparations of local donor reports, need based day to day remote support to Cox Bazar finance team and cover the gaps when Cox based senior FM is out


Major Responsibilities

  • On a monthly basis analyze dedicated online Budget Versus Actual expenditure reports and send this out to all relevant staff. The analyses should include a brief commentary on matters arising as identified from the report. Adjustment journal for any wrong T2 from online BVA.
  • In close coordination with senior manager (Government Liaison and Administration), responsible for preparation of all F6/DF7 budgets and finance reports for submission to NGO Affairs Bureau (GoB).
  • Preparation of FD6/FD7 reports to the government.
  • In close coordination with senior Manager (Government Liaison and Administration), lead and facilitate all audits related to completed FD6/FD7 in line with NGO Affairs Bureau guideline.
  • Preparations of grants T2 based on FD6/FD7.
  • Focal person to upload and update budget and other information in Sun and in the online Budget vs. Actual system. Preparation of new grants T2 and lock up codes.
  • Prepare monthly, quarterly and or as per the in country donor rules, financial reports ensuring they are complete, accurate and produced on a timely basis to ensure adequate review, approval and submission to the grants unit.
  • Responsible to prepare and update Dhaka office operating budget and update the whole country operating budget attachment.
  • Responsible to manage financial database (SUN System) and processing of general including month end closing and IRC internal reports.
  • Preparation of monthly balance sheet accounts reconciliation ensuring that it is completed within the set timeframe
  • Using field cash transfer request prepare field transfers per the schedules.
  • Financial management, monitoring of sub-grants if any and provide capacity building to staff of NGO partners if any local organization.

Requirements

  • Minimum 5 years' experience with INGO.
  • Professional knowledge or certification, specific skills and strengths and any other skill necessary to perform the essential functions of the job
  • Experience working with computerized accounting system
  • Advance skills in MS Excel & MS Office
  • Proactive and positive attitude
  • Good English communications skills both verbal and written.
