Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, we have been moving quickly to expand our integrated emergency health response through both direct and partner based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. We have planned to further expand our program both geographically and sectoral in coming months.

Purpose

Senior Field Coordinator (Head of IRC’s Ukhia office) is part of IRC’s Bangladesh Country Program’s Senior Management Team (SMT) will provide leadership and day to day management of IRC’s multimillion USD and multi sector programs in Ukhia.  The Senior Field Coordinator will be responsible for overseeing the smooth running of the IRC’s Ukhia base including supervision of operations function (HR and supply chain) and finance. S/he will serve as focal point for staff health and safety, security and access. Senior Field Coordinator will also lead on external representation at Ukhia level, ensuring a high level of visibility and acceptance of IRC staff and its operation.


Major Responsibilities

Program management (planning, implementation & future development):

  • Under the leadership of DDP and in close coordination with technical coordinators, ensure timely planning, implementation and follow up of IRC’s multi sector programing, including health, women’s protection and empowerment, child protection and other sectors as they come online.
  • Monitor the progress of projects against work plans and budgets and provide appropriate support to senior managers and other program staff to ensure that work plans are adjusted as needed, targets are met, and budgets are spent out in compliance with IRC internal and donor / GoB policy and procedures.
  • Provide procurement planning support to sector coordinators and base staff (both program and support), in close coordination with the Senior Operations Coordinator in Cox’s Bazar.
  • Provide support to technical coordinators and program quality coordinator to develop and implement Monitoring, Evaluation, Accountability and Learning (MEAL) action plans.
  • Provide support to DDP and technical coordinators in preparing various reports for submission to internal and external stakeholders including government counterparts and donors.
  • Identify risk areas to delivery of projects and coordinate solutions and mitigation measures in a timely manner.
  • Keep abreast of the specific local context, needs, gaps and constraints to anticipate issues that may affect program implementation, recommending appropriate adjustments as needed and roll out timely actions.
  • Contribute in business development including expansion of IRC’s program (both sectors and geography) aligned with needs, IRC’s Strategic Action Plan (SAP) and sector priorities & guideline.

Leadership and Staff Management:

  • Under the supervision of DDP and close coordination with technical coordinators, lead the IRC team of national and international staff (close to 100 staff) operating from Ukhia base office.
  • Direct supervision of international and national senior managers and managers working in multiple sectors (health, protection etc), operations lead for Ukhia base (covering supply chain and HR) and finance staff.
  • Ensure performance objectives and key performance indicators are established and regularly reviewed for direct reports.
  • Provide regular constructive feedback to direct reports, and support direct reports in performance management of their team members.
  • Under the guidance of DDP, promote appropriate norms and establish necessary measures that makes IRC office a safe and healthy working environment for both female and male staff.
  • Ensure that a capacity building plan is in place for national staff and support nationalization efforts as necessary and relevant.

Base Management:

  • In close coordination with senior operations coordinator, ensure smooth functioning of IRC’s Ukhia base that includes but not limited to day to day office administration and management.
  • In close coordination with and with technical support of senior operations coordinator, ensure effective management of all supply chain functions in Ukhia office including procurement, fleet and warehouse, maintaining oversight of the coordination, planning and procurement of essential central services, managing contractors etc. 
  • Under the guidance of Country Director and Senior Operations Coordinator and in close coordination with senior manager (safety, security and access), act as IRC’s focal point for health and safety and security of IRC staff, premises and assets. 
  • Ensure compliance with IRC policies and practice with respect to PSEA, safeguarding, code of conduct, safety and security, anti-harassment, and other relevant policies and procedures.
  • Provide support to Senior Operations Coordinator for the identification of new bases and warehousing as needed.
  • Ensure base compliance with IRC financial, supply chain, HR, and operational standard operating procedures.

Requirements

  • A minimum of 10 years’ experience of working in complex humanitarian and development program in NGO sector; out of which minimum 5 years of experience of working in senior management role with similar role and responsibilities as defined in this job profile.
  • Demonstrated experience of managing multi-cultural team of both female and male staff. Experience of managing expat staff is highly preferred. 
  • Bangladeshi nationals having relevant experience of working in other countries will be highly preferred.
