Advisor I - Health Systems (01 Position based in Cox’s Bazar)

Job Summary:

The Health Systems Advisor collaborates with other Health Systems staff to strengthen comprehensive MR & postabortion care and contraceptive care services through capacity building of service providers and providing support to ensure quality of care in project supported facilities. The advisor will be leading QA initiative including planning for quality improvement of the facilities and mentoring of the staffs in regarding the quality issues. 

The advisor will also facilitate the planning and implementation of effective formal training sessions and informal on job training in collaboration with local partners and will conduct monitoring service delivery progress, and other follow-up support activities in consultation with Advisor II Health System and Sr. Advisor II HS.  

Major Responsibilities:

  • Quality Assurance to Ensure Quality FP, MR and PAC Services in Ipas Supported Facilities:
    • Leading Quality Assurance initiatives to ensure quality Family Planning, MR and Postabortion Care (PAC) services in Ipas supported facilities under the UNFPA funded project;
    • Periodical assessment of health facility as per Ipas standard tools to monitor and review the quality of care status, patients records and identify challenges and gaps in quality of care;
    • Planning for quality improvement of the health facilities and take initiatives for implementation of QA initiatives as per plan;
    • Mentoring the service providers and project staffs in regarding quality issues including infection prevention and privacy of the clients;
    • Implementation of the quality tools in the health facility and perioding review of patient records;
    • Review and provide technical support to Ipas Project coordinator, facility authorities and partner NGOs to improve physical facilities and ensure availability of essential functional equipment’s to provide quality of care;
    • Identification of gaps, develop action plan under the guidance of in- charge of the health facility and monitor compliance;
    • Establish surveillance on Severe Adverse Events after MR, PAC and FP services from Ipas supported facilities.
  • Capacity building and skill retention of service providers:
    • Provide technical guidance to implementing partner NGOs for effective planning and implementation of capacity building initiatives including training and onsite supports; organizing different FP campaigns in Refugee camps;
    • Participates in the development of training needs, agendas, and presentations for FP, MR and PAC trainings, selecting trainers and facilities, and conducting trainings;
    • Provide guidance to partner NGO to plan and organize competency-based training; ensure quality of the training activities and mentoring support to the trainee in their service place for skill retention and gaining confidence to provide quality services;
    • Monitors training data to ensure an up-to-date database of trainers and attendees as well as to improve the process and outcome of trainings;
    • Support facilities and service providers through frequent facility visit to improve access and quality on MR, PAC and FP services
  • Coordination and Reporting
    • Coordination with other Ipas team members and Partner NGO facilitators and providers ensure quality MR, Postabortion (PAC) and Family Planning (FP) services at Ipas supported facilities serving Rohingya refugees.
    • Coordination with DGFP, DGHS and UNFPA to ensure necessary support and coordinated initiatives for ensuring quality of care in the Ipas supported facilities and
    • Organize joint monitoring visit with relevant DGFP, DGHS and UNFPA officials in Ipas supported facilities and provide essential updates about implementation;
    • Coordination with different NGOs including RTMI, Hope Foundation, Friendship to improve coordination and collaboration in the facilities to improve quality MR, Postabortion (PAC) and Family Planning (FP) services at Ipas supported facilities serving Rohingya refugees.
    • Represent Ipas Bangladesh through attending coordination meeting with GoB/PNGOs/development partners.
    • Liaison with UNFPA QA Specialist and any other responsibilities given related to quality of care
    • Reports to Senior Advisor II Health System and Lead HS unit lead about workflow, deadlines, reports, and projects

Performs other duties as assigned by the Supervisor

Qualifications and Experience:

  • MBBS degree preferably with MPH  
  • Minimum five years of experience with at least 2 years of experience working in Sexual and Reproductive Health program in public health context
  • Experience and competency in Clinical Training and Quality Assurance
  • Excellent written and verbal communication skill both in English and Bangla
  • Extensive knowledge of Sexual & Reproductive Health (SRH) Issues
  • Ability and willing to extensive travel for program activities Willing to work hard to reach and conflict areas.

Preferred Requirements (e.g., IT, language, etc.)

  • Experience to work in humanitarian settings specially in Cox’s Bazar Rohingya Refugee response activities would be considered as an asset
  • Competency in Microsoft office (Word, Excel, PPT) and data software.
  • Strong interpersonal skills.
  • Experience working in a non-profit organization
  • Project and budget management experience

Salary & Benefit:

Annual salary for the position will be BDT 1,500,000-1,680,000 depending upon experience and qualification. The other admissible benefit for the position will be as follows:
