Request for Proposal (RfP)

The International Organization for Migration (IOM) is looking for a qualified Consultant or Consultancy Firm to “Develop and operationalize an information management platform” for recruiting agencies:

1. Background/Context of the programme:

Every year, around 600,000 Bangladeshis leave the country to find employment overseas. Majority of the workers go through private recruiting agencies (RAs) who obtain license from the Government of Bangladesh (GoB). A list of RAs is maintained through the websites of Bureau of Manpower, Employment and Training (BMET) and the Bangladesh Association of International Recruiting Agencies (BAIRA). Among the 1093 recruiting agencies, few hundreds are active. Aggregated data of the operations of the RAs are not available which is important for policy and strategic interventions.

With this view, under the guidance of the GoB and in coordination with BAIRA, IOM Bangladesh is planning to develop a database of RAs of BAIRA to link with possible employers and assist to gain broader market access. This database will provide detailed information of each RAs and aim to link active RAs directly with potential employers with the aim to minimize the involvement of middlemen contributing to the reduction of migration costs.

2. IOM Project to which the Consultancy is contributing:

Bangladesh: Sustainable Reintegration and Improved Migration Governance (Prottasha), is a four years project implemented by the International Organization for Migration (IOM) in partnership with BRAC and funded by the European Union (EU). The overall objective of the project is to contribute to the sustainable reintegration of returnees and the progressive achievement of Goal 10.7 to facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed policies.

The specific objectives (SO) of the project are to ensure that;

  • SO 1: Irregular migrants returning to Bangladesh are sustainably reintegrated (Reintegration component)
  • SO 2: Strengthen policies and practices to improve migration governance (Migration Governance component)
  • SO 3:Relevant actors make informed decisions about migration, and practice and promote safe, orderly and regular migration behaviours, including remittance management. (Awareness Raising component)

3. Objectives of the consultancy

The overall objective of the consultancy is to strengthen the information management system of recruiting agencies registered under Bangladesh Association of International Recruiting Agencies (BAIRA).  

The specific objectives are to;

  • Prepare a detail database for recruiting agencies capturing the following information inter alia:
    • Name of recruiting agencies and contact of office
    • Recruiting license related information (GoB approval/multiple license)
    • Size of Agency (Current no. of Staff/representative/Office at destination countries)
    • Executive committee of RAs
    • Number of migrant workers sent on average per year (Average per year, total estimated number from inception)
    • Main destination countries to which migrant workers are sent through respective agencies
    • Main types of jobs that the migrant workers are recruited for
    • Information regarding engagement with BAIRA
    • List of overseas employers including information on specific trade/sector in specific country,
    • Management of recruiting system
    • Destination country and job wise estimated migration cost
    • Additional information (demand letters, certification/classification/Own skills training centre/IRIS certification)

4. Key Tasks of the Consultancy:

  • Conduct a review of the existing information management system of BAIRA for RAs
  • A workshop with the selective RAs to chalk out the data management system through interactive group works and brain storming sessions
  • Prepare an information management system for RAs and a validation session with BAIRA Executive Committee members. The database will be updated and maintained by BAIRA secretariat. The fields of the database need to be finalized in coordination with the BAIRA representatives. The consultant will orient the respective BAIRA officials to maintain the database.

5. Methodology:

The consultant needs to detail out a methodology for the proposed activities, however, the methodology can be including, but not limited to the following: 

  • Literature review: Existing databases of both GoB and the private sector. Good practices of data management systems for both RAs and employers including the global website of the International Recruitment Integrity System (IRIS). All information of the RAs needs to be collected as per the decided fields of the database
  • Primary Information for guidance for database development
  • A framework (sketch) plan of database and website Discussion and validation with BAIRA
  • Final web site and database development
  • All work submitted must be in line with the programme communication guidelines including IOM spelling list, IOM House Style Manual and IOM Brand Guidelines 2018.

6. Deliverables

The following are the expected deliverables;

  1. Inception Report containing the final methodology and work plan
  2. Website development plan Draft user manual for database development and maintenance including a pilot testing. The plan needs to be shared with BAIRA representatives
  3. Final user manual and functional database consisting of all information

7. Duration/ Timeline:

The total duration for this assignment is proposed to be approximately 5 months. However, the database would need to be maintained for up to a year by the consultant.

9. Required Documents:

Consultancy Firm/Individual consultant need to submit a technical and financial proposal.

Each Submission Must Include the Following:

  • Consultant Profile: A detailed CV of the experts including records on past experience in similar assignments and name of the references.
  • Technical Proposal with detailed methodology, tools and work plan along with samples (at least two) of previous work;
  • Financial Proposal listing all costs associated with the assignment. In particular, the financial proposal should itemize the following:
    1. Consultancy fees in local currency per day;
    2. Variable costs inclusive of transportation costs; meetings  

10. Professional and Related Experiences:

The proposed team from the consultancy firms or the consultants should have following competence.

  • Must be an expert with   Information Technology (IT) background.
  • Experience in creating databases and information management systems
  • Must have experience in working, engaging wide range of stakeholders ranging from government, development partners, and private sector 
  • Ability to deliver according to a specified timeline while maintaining the quality of the output.

The Proposal should be written in English.
