Request for Proposal (RFP)

The International Organization for Migration (IOM) is looking for Consultant/Agency to Develop module and provide sensitization to stakeholders on migration related legislations as per below Terms of Reference (ToR):

1. Nature of the consultancy:

Develop module and training materials to further sensitize Government officials, public prosecutors, Private Sector, Civil society representatives and media on migration related legislation

2. IOM Project to which the Consultancy is contributing:

Bangladesh: Sustainable Reintegration and Improved Migration Governance, executed by the International Organization for Migration (IOM), funded by the European Union (EU).

3. Objectives:

The overall objective of the assignment is to enhance the level of awareness and understanding of migration related policy and legal frameworks among key stakeholders including representatives from the Government of Bangladesh, law enforcement agencies, judiciary and legal systems, civil society organizations and media.  It is expected that the recipients of the training will advocate and build capacity regarding migration related issues in their respective institution. Building upon previous efforts, this assignment will focus on addressing the absence of a standardized and systematic training and or/sensitization regimen intended to raise awareness of migration issues among key stakeholders in all facets of their responsibilities, further enabling them to contribute and influence positive migration behaviors among the public.

The specific objectives of the assignment are to:

  • Develop a standardized and tailored training package on migration for key stakeholders (including government officials with migration related functions, law enforcement agencies, judiciary, civil society organizations, media among others) on their operational functions and responsibilities as far as migration is concerned, taking into account key policy and legal instruments related to migration. The training package will include a set of materials: trainer’s/facilitators manual, trainer’s/facilitators guide, and PowerPoints presentations. The training manual and supporting course materials will contain interactive modules to guide the sensitization including process, helping them to understand migration issues, adjust to the performance aspects of their respective roles and responsibilities successfully. Through this process, they will learn the attitudes, knowledge, skills, and behaviors required to address migration challenges effectively, and further influencing the public to make positive migration behavior through subsequent advocacy. The consultant will be responsible for reviewing existing content and designing and writing the manual and supporting training materials. The completed suite of modules are intended to provide a comprehensive training structure for officials with migration related functions, not just in once location, but for use or adaptation by all relevant stakeholders across the country.
  • Design and produce training agenda, and conduct training based on the module in eight divisional headquarters including one in Dhaka.
  • Design and produce pre and post-training assessment/tests, post training evaluation forms, and 3 months post training assessment
  • To disseminate concise version of handouts based on the training module for the trainees

4. Methodology:

The development of training module will entail review of existing training materials and relevant policies and laws related to migration with prime focus on Expatriates Welfare and Overseas Employment Policy, 2016 and Overseas Employment and Migrants Act 2013. Different regional and international migration related instruments and conventions also need to be covered. The Consultant is expected to share the detailed methodology in the technical proposal.

Target Population:
Each training session could comprise of 25-30 representatives from the following:

  • Government representative
  • Government Administration representative
  • Civil Society Organizations
  • NGOs
  • Media and other relevant stakeholders

5. Project Duration/ Timeline:

The development of the training module and reference materials should be completed within the period from March 2018-July 2018. The series of trainings should be completed by October 2018. The evaluations should be completed by December 2018.

6. Deliverables:

The agency/consultant is expected to produce and submit the following deliverables:

  1. Inception Report with clear workplan, timeline and methodology
  2. Review of existing migration training materials and on-going trainings, migration related laws, manuals and other data, information and documents.
    The training module and reference materials:
    a. Training Module
  • Share plan for the development of training module with IOM project team and relevant stakeholders
  • Draft outline for training course materials 
  • Draft standardized module in English and handout materials in Bangla. Draft trainer’s/facilitators guide and produce PPTs for all agreed upon modules
  • Draft trainee’s/participants manual/reference book
  • The training materials need to focus on key issues related to migration legal frameworks in international and national levels.
  • Produce a finalized training course package, which has incorporated feedback from IOM and government counterparts.
  • Pre and post-training tests and post-training evaluation including designing relevant instruments.
  • Submission of final module, trainer’s guide, trainee’s manual.
  • Consultancy report finalized, incorporating IOM feedback

b. Training Sessions

  • Submit training materials and plan to IOM project team.
  • Coordinate and organize training at seven divisional headquarters. The training in Dhaka will be co-facilitated by other resource persons and will be organized by IOM.
  • Provide detailed report on the trainings conducted including a pre and post assessment surveys

8. Required Documents:

Organization/Individual consultant need to submit technical and financial proposal.

Each Submission Must Include the Following:

  1. Technical Proposal with detailed methodology, tools and work plan.
  2. Firm/Consultant Profile: A brief summary of the firm/consultant and composition of team including resumes of the expert/s including records on past experience in similar assignments and name of the references.
  3. Sample of previous work.
  4. Financial Proposal listing all costs associated with the assignment.

9. Professional and Related Experiences:

The proposed team from the firm or the consultants should have following competences.

  • The team leader should have advanced university degree in social sciences, with extensive theoretical and practical experience in designing modules and conducting trainings.;
  • Experience and knowledge of the field of migration;
  • Fluent in Bangla and English.
  • High level of integrity.

The Proposal should be written in English.
