Expression of Interest (EoI)

The International Organization for Migration (IOM) is looking for a BTEB Registered Training Organization (RTO)/BTEB Assessment Center to facilitate RPL assessment, providing bridging training and certify 50 migrant workers as per below Terms of Reference (ToR):

1. Background/Context of the programme:

International Organization for Migration (IOM) in collaboration with Ministry of Expatriates Welfare and Overseas Employment (MEWOE) has initiated a pilot project “Technical Support to the Bureau of Manpower, Employment and Training (BMET) on Overseas Market Information and to Bangladeshi Migrant Workers on ‘Recognition of Prior Learning”. This project will contribute to the economic and social development of Bangladesh through maximizing benefits of migration for sending and receiving countries by establishing RPL system to assess and certify the skilled migrant workers and functionalizing the Ethical Recruitment system.

A large group of unskilled migrants leave Bangladesh every year seeking employment in countries that increasingly expect skilled labor and a level of workplace soft skills, leaving the migrants vulnerable to workplace exploitation and abuse. The problem is reversed upon return to Bangladesh, when skills learnt during employment in destination countries such as Kingdom of Saudi Arabia, Qatar, Kuwait, United Arabic Emirates etc. are not recognized by employers in Bangladesh, nor formally recognized by employers overseas, continuing the inability of the migrant to be recognized for the acquired skills set both at home and abroad. This contributes to underemployment, increases vulnerability at the workplace and reduces the positive financial impact of migration both for the individual and the overall economy.

Therefore, providing certifiable skills training for migrant workers and enhancing the international recognition of their qualifications will enhanced employability of the migrant workers. That in turn results in increased salaries and better protection at the workplace. At the same time, employers will benefit from more appropriately skilled and qualified workers and enhanced productivity.

2. Objectives:

In this context, IOM Bangladesh is looking for a BTEB Registered Training Organization (RTO)/BTEB Assessment Center to facilitate RPL assessment, providing bridging training and certify 50 potential/outgoing migrant workers at NTVQF Level 4 of Construction sector occupations.

3. Scope of work:

  • Prepare a draft work plan and share it with IOM prior to the start of the assignment;
  • Identify and select potential/outgoing migrant workers with required knowledge and skills for Construction Sector NTVQF Level 4 RPL assessment; 
  • A pre-assessment to identify the appropriate skills gap among the selected 50 migrant workers; 
  • Design bridging/upskilling training for the 50 migrant workers to enroll in the RPL assessment;
  • Facilitate RPL assessment event in collaboration with BTEB and IOM;
  • Ensure overseas employment for the certified migrant workers;
  • Work closely with BTEB to ensure receiving of NTVQF certificate prior to leaving the country;   
  • Design and conduct post-employment tracking of the certified migrant workers working in the CoDs; and
  • Prepare a report on the overall process analyzing the impact and gaps including training, assessment and employment situation with specific recommendation for improvement.

4. Methodology:

The organization will identify and select eligible 50 potential/outgoing migrant workers those who fulfill the prerequisites for BTEB RPL assessment of NTVQF Level 4 of Construction Sector occupations. The organization will design and conduct bridging/upskilling training program analyzing the skills gap of the selected migrant workers. Work closely with BTEB and IOM to facilitate RPL assessment of potential/outgoing migrant workers with prior experience in Construction Sector and ensure 90% of the total enrolled participants pass the assessment and receive competency certificate prior to leaving the country for employment. In addition to that the organization will also be responsible to conduct two-month post-employment tracking of the certified migrant workers in Country of Destination (CoD)s. Based on the overall process of training, assessing and certifying the migrant workers and employing them overseas the organization will prepare a detailed report analyzing the impact and gaps in the system with specific recommendation for improvements.

5. Deliverables:

In close consultation and coordination with IOM, the following deliverables are expected from the consultant/Organization involved in the process:

  • Profile of potential/outgoing migrant workers with prior experience in Construction Sector.
  • List of NTVQF Level 4 in Construction Sector Occupation competent migrant workers with copy of certificate and contact details.
  • Valid Job offer for the competent migrant’s worker.
  • A detailed report on the training and assessment process and employment situation.

6. Project Duration/ Timeline:

The total duration for this assignment is proposed to be approximately 4 months.

7. Work closely with BTEB to ensure receiving of NTVQF certificate prior to leaving the country  2 Days
8. Design and conduct post-employment tracking of the certified migrant workers working in the CoDs 60 Days
9. Prepare a report on the overall process analyzing the impact and gaps including training, assessment and employment situation with specific recommendation for improvement. 4 Days

7. Experience:

  • The bidding BTEB Registered Training Organization (RTO)/BTEB Assessment Center should have over 8 years’ experience in TVET.
  • Should have experience in providing job placement support in Overseas market or linkage with Recruiting Agencies
  • Knowledge on conducting post-employment tracking and preparing report will be preferred
