General Functions:

Under the direct supervision of the National Programme Officer (NPO) – WASH and overall supervision of the Unit Head in Cox’s Bazar Sub Office, Bangladesh, the successful candidate will be responsible and accountable for the field level management of Water Sanitation and Hygiene (WASH) activities of IOM in Cox’s Bazar district. The candidate will be field based and will have extensive travel to project site for accomplishing his/her responsibilities.

The incumbent will be assigned to the following tasks:

  • Contribute towards realization of the WASH project objectives in coordination with beneficiaries, NPO and implementing partners
  • Support the identification and selection of IOM implementing partner(s), service provider/vendor (s) and coordinate with NPO and Resource Management Unit for financial and contractual matters.
  • Assist NPO in developing plans of action to ensure timely and successful implementation of WASH activities in the target project areas according to IOM Standing Operating Procedures.
  • To promote community participation and ownership through liaising with beneficiary communities, establishing, training and supporting community engagement and ensuring that activities are implemented to reflect coverage and prioritized needs
  • Carry our regular field visits to all project areas for monitoring whilst ensuring quality of work and provide regular feedback to service providers/vendors, implementing partner as well as progress report to NPO stating recommendation in case of any amendment to the work plan.
  • Review and finalize WASH infrastructure technical design, cost estimation, prepares BoQ for tendering and vendor selection process if required.
  • Undertake WASH needs assessment in coordination with beneficiaries, implementing partners and other agencies/organizations working within the target location.
  • Participate in WASH coordination meetings and other working groups or meetings as required, representing IOM and feeding back to the WASH team and Head of Sub Office relevant issues.
  • Maintain effective collaboration with local Administration and all stakeholders to achieve programme objectives.
  • Ensure all technical records are prepared and maintained by our partners as per IOM and Government of Bangladesh guidelines.
  • Prepare and implement the WASH project M & E plan in coordination with M & E department to ensure the WASH projects meets its objectives and expected quality
  • To contribute to development of donor proposals.
  • Perform any other duties as assigned by the supervisor.

Education, Experience and Skills:

  • Completed university degree in Civil Engineering, environmental science or any other degree in relevant field from an accredited academic institution with at least five years’ experience in managing medium to large scale construction and community based projects and working with local communities including corporations and other national entities;
  • Demonstrable experience to designing appropriate WASH technologies, preparing technical drawings, bill of quantities (BOQ) and sound knowledge on related software’s like AutoCad
  • Work experience with international humanitarian organizations, non-government organizations in a multi-cultural setting is an advantage
  • Team-work oriented, capacity to work independently; personal commitment, efficiency, flexibility, experience in working effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels
  • Demonstrated ability to work well under pressure to meet deadlines
  • Strong coordination, monitoring and evaluation, analytical, project development, liaison and reporting skills;
  • Excellent drafting and communication skills in Bangla and English is essential.
