General Functions:

Under the overall supervision of the Senior Programme Manager (Sr. PM), based in Dhaka, Bangladesh, and direct supervision of the Head of Sub-Office (HoSO) in Cox’s Bazar, Bangladesh, the Emergency Response Coordinator will be responsible for assisting with the smooth and timely implementation of emergency response activities.

The incumbent will be assigned to the following tasks:

  • Responsible for overall implementation and management of the Emergency Response activities in the field;
  • Need Assessment/JNA, SitReps, beneficiary’s selection in coordination with other agencies on ground;
  • Updated the day-to-day activities on ground and act as first information port of IOM for necessary action;
  • Advise need based response on the face of any disaster or subsequent emergency;
  • Review in-flow and out-flow of the emergency materials to IOM warehouse and reconciliation of stock in coordination with Admin;
  • Assist in Emergency Response program planning, implementation and reporting and review and update contingency plan on yearly basis or as required;
  • Provide thorough technical support in designing, planning and implementation of labour intensive community engagement work with disaster risk reduction features;
  • Facilitate/organize training / workshop / orientation for the partner NGO and targeted communities in line with the program;
  • Provide guidance and support on programmatic and financial issues to the partner NGOs and IOM Project Assistant/s in implementing Emergency Response activities;
  • Identify, collect and document case stories and best practices for dissemination;
  • Develop / maintain strong professional relationship with key stakeholders including local government, UN agencies, INGOs, PNGOs and other relevant actors;
  • Produce progress report and other relevant documents linked to the project;
  • Prepare budget, track project expenditure against plan, budget forecast and review;
  • Monitor and analyse the emergency response projects' process, specifically with the aim of increasing effectiveness and recommending appropriate action, and assist in the development of evaluation protocols;
  • Represent IOM at relevant cluster meetings, and liaise and coordinate with national and international humanitarian assistance authorities, agencies and organizations regarding strategic planning and programming in consultation and guidance from Pillar Head- Coordination and Capacity Building;
  • Ensure maintenance/adherence of HAP with regard to the emergency/humanitarian intervention on ground;
  • Perform any other duties assigned by the supervisor.

Education, Experience and Skills:

  • Master’s degree in Disaster Management, Social Science, Sociology, Psychology or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.
  • Operational and field experience in migration, refugee and displacement related issues and in programme development, management, including experience in evaluating emergency response programs and protocols;
  • Experience in emergency response programming for marginalized populations, including conceptualization, analysis and implementation of programme; international public health; and/or resource mobilization;
  • Knowledge of structures and functions of national and international humanitarian agencies, donors and organizations;
  • Familiarity with the Emergency Response, Disaster Management and Disaster Risk Reduction in the region an advantage
