Request for Proposal (RFP)

The International Organization for Migration (IOM) is looking for a National Consultant to conduct a Capacity Assessment for the National Strategy and Action Plan on Migration and Development (M&D) as per attached Terms of Reference (ToR):

1. Background/Context of the programme:

The IOM-UNDP Global Joint Programme on Mainstreaming Migration into National Development Strategies focuses on strengthening policy and institutional framework to maximize the benefits of migration. Under the programme, a National Strategy and Action Plan on Migration and Development (M&D) has been developed in Bangladesh which aims to contribute to national and socio-economic development by integrating migration processes and considerations into development planning.

In order to ensure the effective implementation of the plan and strategy, it is important to understand the existing capacities of the pertinent stakeholders. Thus, IOM is looking to recruit a National Consultant to conduct: (i) a mapping exercise of all the existing migration-related projects and the relevant stakeholders and (ii) a capacity assessment of the relevant national and local government stakeholders in order gauge their needs. Based on this, the Consultant is then expected to develop a proposed Capacity Building plan that IOM will be able to implement to support these actors better govern migration for development.

2. Objectives:

The objective of this consultancy is to inform IOM of the key stakeholders who can further be engaged in migration and development initiatives and provide an overview of their capacity building needs to support such initiatives.

The analysis should consider the following (non-exhaustive) list of components:

  • Conduct an assessment of governance structures at national and local levels and delineate entry points for M&D interventions;
  • Different levels of environment including enabling environment; organizational and individual levels;
  • Addressing core issues of institutional arrangements; leadership; knowledge and accountability;
  • Existing institutional capacities with a migrant-relevant mandate following the three dimensions of Capacity Assessment Framework that is, points of entry, core issues and functional and technical capacities;
  • How to consolidate and further develop the legal and regulatory frameworks and mechanisms for mainstreaming migration into sectoral development strategies;
  • The operating environment and comprehensive articulation of vision related to migration mainstreaming into sectoral development strategies; and
  • Analyze the costs of implementing the action plan and capacity development plan, present allocation of different public agencies for M&D purposes, existing levels of the structure; capacities to budget, ability to manage and implement migration-related actions.

3. Scope of Work:

  • Map all migration-related projects/practices of the national and local authorities in the area of M&D, highlighting the M&D initiatives and including a detailed overview of the partners involved, the objectives and main actions and any synergies developed or overlaps with other projects along with the; and
  • Conduct an institutional capacity assessment of government authorities to identify national and local authorities M&D actors, including in view of proposing relevant institutional, legal and regulatory reforms.
  • For the purpose of executing this task, the National Consultant shall perform the following actions:
  • Based on the desk review, develop draft interview guides and/or Stakeholder Questionnaires for the government institutes to ensure thorough capacity assessment;
  • Conduct In-depth Interviews and/or capacity assessments consultation meetings with concerned government institutes/departments and other related stakeholders;
  • Facilitate the organization of a validation workshop for the relevant stakeholders to share, discuss and review the initial findings of the assessment; and
  • Based on the feedback from stakeholders, draft a Final Assessment report and submit a Capacity Development Plan along with an assessment of the M&D-related training materials (what are available and what are required).

4. Methodology:

The National Consultant will conduct a Capacity Assessment for the National Strategy and Action Plan on Migration and Development (M&D), and would be based on information collected from the following:

  • Primary sources: in-depth interviews and/or capacity assessment meetings with concerned government institutes/departments and other related stakeholders; and
  • Secondary sources: review of all relevant literature.

5. Outputs:

  • Tools for data collection (including Interview Guide for Key Informants’ Interviews)
  • Conduct & facilitate a Validation Workshop for the relevant stakeholders to share, discuss and review the initial findings of the assessment and capacity development plan; and
  • Final Assessment Report including a capacity building plan.

6.  Qualifications and Competencies of the Consultant:

a. Education:

  • Advanced degree in economics, statistics, sociology and/or other social science related areas relevant; for the assignment.
  • Complementary studies in economics and/or international development will be an advantage.
  • Other formal education relevant for the assignment.

b. Experience:

  • At least 5 years of proven experience in conducting capacity assessments and developing training plans.
  • Substantive experience in Migration and Development issues.
  • Experience in working with international organizations and/or UN agencies will be an added advantage.

c. Competencies, Skills and Other Requirements:

  • Strong analytical, writing and communication skills.
  • Strong knowledge of migration regulatory and legal framework at the national level required.

7. Coordination & Reporting:

  • Direct supervision will be conducted by the IOM Dhaka Focal Point. Satisfactory completion of the deliverables and final reporting will be subject to approval of IOM Dhaka. 
  • Coordination with IOM will be conducted through bi-weekly updates on work progress (either through e-mails or actual meetings) submitted to the IOM Dhaka’s designated Focal Point.
  • All reports submitted must be in line with the programme communication guidelines including IOM spelling list: 2013 and IOM House Style Manual.

**The above is an indicative timeline and proposed activities. In the proposal, Consultants can modify/add according to their perspectives/reasons. However, it is expected that all activities be finalized by 11 January, 2018.

9. Method of Application:

Each Submission Must Include the Following:

  1. Consultant Profile: CV of the expert along with team members (if applicable) including records on past experience in similar assignments.
  2. Technical Proposal with detailed methodology and work plan along with samples of previous work;
  3. Financial Proposal listing all costs associated with the assignment.

Please Note the Following:

  • The duration of the assignment is eleven weeks, starting from 30 October 2017 to 15 January 2018. During this time period, the Consultant is expected to provide 50 days of Consultancy to IOM.
  • The costs for the Validation Workshop will be borne by IOM Dhaka.
  • The proposals will be evaluated by a committee comprising of programme and financial staff of IOM Dhaka.
