Request for Proposal (RFP)

The International Organization for Migration (IOM) is looking for an Individual Consultant to conduct a Communication Strategy on Skills Development of Bangladesh as per below Terms of Reference (ToR):

1. Background/Context of the programme:

International Organization for Migration (IOM) is collaborating with Bureau of Manpower, Employment and Training (BMET), under Ministry of Expatriates’ Welfare and Overseas Employment to develop a communication strategy to be included in the training manual for the Bangladeshi Labor Attachés training that will guide the Labor Attachés to communicate and promote Bangladesh Skills Development System to the employers of Destination Countries. The communication strategy will detail out both:

  • (The Content) What to be communicated to employers to promote Bangladesh Skills Development System and National Skills Qualification; National Technical and Vocational Qualifications Framework (NTVQF).
  • (The Method) How to communicate to the overseas market using existing communication tools developed targeting local market or design new communication tools focusing the overseas employers.

2. Objectives:

In this context, IOM is looking for a consultant to design a realistic and effective communication strategy to be incorporated into the training manual of Labor Attachés of Bangladesh which will enable the Labor Attachés to effectively communicate and promote Bangladesh Skills Development system to the overseas employers and relevant authorities. The consultant will also be responsible to come up with ways to use existing communication tools and materials on skills development or design new tools.

3. Scope of work:

  • Prepare a draft work plan and share it with IOM prior to the start of assignment
  • Conduct desk research and consultation with key stakeholders to identify skills development initiatives in Bangladesh including National Skills Development Policy (NSDP), National Vocational Qualifications Framework (NTVQF), and Recognition of Prior Learning (RPL) system.  
  • Conduct desk research on how the skills development initiatives are being communicated locally and internationally to employers and international communication strategy to promote skills development in foreign countries.
  • Develop realistic and effective communication strategy targeting overseas employers with specific mention of existing communication tools or new tools to be designed.
  • Design relevant communications materials (minimum a presentation) for a session on skills development to be included in the Labor Attachés training program.
  • Design readymade communications materials that can be used by the Labor Attaches in their work (a presentation and a leaflet).

4. Methodology:

The consultant will conduct desk research and consultation with key stakeholders to identify skills development initiatives in Bangladesh including National Skills Development Policy (NSDP), National Vocational Qualifications Framework (NTVQF), Recognition of Prior Learning (RPL) system. Based on the finding the consultant will find out how the skills development initiatives are being communicated locally and internationally to employers and international communication strategy to promote skills development in foreign countries. After consulting with key skills development stakeholders, the consultant will develop communication strategy on skills development of Bangladesh to be incorporated in the Labor Attachés training program. The strategy will detail out the target group, how to reach them and what to be communicated and effectives ways to communicate the matter to promote skills development of Bangladesh to the overseas employers. Based on the communication strategy the consultant will also prepare presentation and handouts to be used in Labor Attachés training program. 

5. Deliverables:

The consultant will ensure the following deliverables:

  • Detailed work plan prior to the start of the training
  • Electronic copy of communication strategy on skills development system of Bangladesh targeting overseas employers for Labor Attachés training program
  • Training outline for explaining the communications strategy to the Labor Attaches
  • Communications leaflets and presentation slides that can be utilized by the Labor Attaches in their work.

6. Project Duration/ Timeline:

The total assignment is up to 18 work days based on the following details:

  • Desk research and consultation with key stakeholders to identify skills development initiatives in Bangladesh including National Skills Development Policy (NSDP), National Vocational Qualifications Framework (NTVQF), Recognition of Prior Learning (RPL) system. - 5 days
  • Desk research on how the skills development initiatives are being communicated locally and internationally to employers and international communication strategy to promote skills development in foreign countries. - 3 days
  • Develop realistic and effective communication strategy targeting overseas employers with specific mention of existing communication tools or new tools to be designed. - 7 days
  • Design relevant handouts and presentations for a session on skills development to be included in the Labour Attachés training program. - 3 day.

7. Required Expertise and Qualifications: 

The bidding consultant needs to have expertise in following areas:

  • A minimum 5-10 years’ experience of developing communication strategy
  • Knowledge on Bangladesh TVET, skills development system is required
    • National Skills Development Policy (NSDP),
    • National Vocational Qualifications Framework (NTVQF),
    • Recognition of Prior Learning (RPL) system.
  • Knowledge on international communication strategy on skills development is preferred:
  • Knowledge on major labor importing countries is preferred
  • Fluent in Bangla and English, both verbal as well as written
  • Excellent proficiency in MS Office (particularly Word, Excel and PowerPoint).
  • Strong analytical and organizational skills.
