The International Food Policy Research Institute (IFPRI), Dhaka office, seeks to employ a qualified candidate to serve as the Assistant Finance and Administrate Manager for its newly launched project, the Bangladesh Integrated Food Policy Research Program (IFPRP) for one year, fixed-term, renewable appointment. The position will be based in Dhaka, Bangladesh, and the incumbents will report to the Senior Research Fellow at IFPRI of the program. Grade Level will be decided based on experience and expertise of the candidates.

The Bangladesh Integrated Food Policy Research Program aims to: 1) identify gaps and offer solutions for the development of an evidence-based policy framework to enhance the efficiency and performance of the country’s grain reserves and overall food systems; and (2) strengthen the institutional capacity in policy and strategic decision making of the relevant agencies within the Ministry of Food of the Bangladesh government.

The incumbent is expected to work under the direct supervision of the Senior Research Fellow at IFPRP-Bangladesh office and will be responsible for all aspects of the project’s finance and accounting functions, including cash flow management, and maintenance of accounting records of the project in accordance with IFPRI’s accounting principles and grant requirements.

Specific duties and responsibilities include:

  • Boldly provide liaison with the projects’ esteemed GOB project monitoring unit (PMU), fellow senior research partners both local and abroad,
  • Carry out all aspects of the project’s finance and accounting functions, including cash flow management, and maintenance of accounting records of the project in accordance with IFPRI and World Bank accounting principles and grant requirements.
  • Manage and coordinate administrative services functions to assure efficient operations of the project, which will include smooth functioning of administrative matters, preparation of contracts, procurement, and inventory control.
  • Carry out all related HR issues including local staff hiring under direct supervision of Program Leader, Senior Finance and Administrative Manager as well as guidance from IFPRI-Washington HR.
  • Ensure internal control systems of overall accounting and financial activities as well as administer audit requirements of the project.

Required Qualifications:

  • At least Bachelor’s degree in accounting, finance, public administration or other related field with a professional course completed
  • A minimum of 6 years’ of experience in financial and grants management, with a minimum of 4 years’ working in an international environment with mid-level responsibility for administration and finance.
  • Should demonstrate bold leadership skills in working with the project’s PMU and partners
  • Should have sufficient knowledge in operation of accounting, budgetary control, audit, and other financial activities.
  • Must be conversant with computerized accounting system.
  • Ability to work independently and multi-task under tight deadlines in a fast-paced environment
  • Strong verbal and written English communication skills.

Preferred Qualifications:

  • Working experience in donor funded projects in financial and office management capacity. Comprehensive knowledge of GOB and World Bank rules and regulations, especially on in-country financial and procurement procedures.  Ability to function independently within an established framework.
