Consultant for Sector Competitiveness Component of PaCT II
Terms of Reference

Context
The Finance, Competitiveness and Innovation Global Practice (FCI GP) of the WBG, a joint World Bank-International Finance Corporation (IFC) team, provides client governments solutions that help boost industrial activities and private sector with increased volume and value of trade, enhance investment climate, improve competitiveness in sectors, and foster innovation and entrepreneurship. One of the thematic programs within FCI GP is green competitiveness, which recognizes an urgent need to address climate change and shift commercial markets to low-carbon and resilient growth. FCI GP’s efforts to promote green competitiveness help enhance clients’ private sector capacities to respond to climate threats and seize climate opportunities to improve competitiveness. In line with these ongoing efforts, Climate Competitive Industries (CCI) provides solutions that address mitigation and adaptation challenges while promoting industrial competitiveness and reducing production and trade costs. It does so by collaborating with client governments, IFC firm level advisory and the World Bank government advisory groups, and mobilizing financing for climate action.

One of the ongoing engagements in Bangladesh for FCI is the PaCT Program.

Phase II of Bangladesh Partnership for Cleaner Textiles (PaCT) Program
Phase I of PaCT project concluded in December 2017, and triggered an inclusive and results-oriented stakeholder engagement process evolved into the Textile Sustainability Platform (TSP), a PPD platform co-chaired by the BGMEA and BUILD, with the latter providing the required research, technical, and secretarial support to the TSP to ensure meaningful operation of the platform. The overarching goal of the TSP has been to address Environmental Sustainability and resource use efficiency within the textile sector of Bangladesh. Some of the key reforms that emerged from the TSP are as follows:

  • Establishment of $200 mn Green Transformation Fund by Bangladesh Bank to support green re-financing in textile and leather sector
  • Increase in supplementary duties on 3 hazardous chemicals being used
  • Reduction of duties on 52 out of 72 relevant capital machineries from 2% to 1%

PaCT II aims to deepen Cleaner Production (CP) interventions and enhance competitiveness of the sector across the entire value chain of the Textile and Apparel sector of Bangladesh including textile mills, wet dyeing and finishing units and garment factories. This will be done through adoption of resource efficient technologies and practices by participating factories which will lead to cost savings and operational efficiencies through reduced water, energy, chemical use and GHG emissions. PaCT II consists of three components:

  • Component 1: Factory level diagnostics on Cleaner Production; Client level customized solutions; Brand level support
  • Component 2: Group of firm’s level support
  • Component 3: Enhance sector competitiveness

FCI is leading efforts on Component 3.

Objective
World Bank Group is seeking a consultant (or consultants) to support operations and implementation of Component 3 of Bangladesh PaCT II.

Scope of Work
The tasks consultant is expected to perform are as the following:

A) Operational Support: The consultant will coordinate with the World Bank Group teams and local stakeholders to manage day-to-day aspects of the Component 3 of PaCT II. The consultant will work closely with the Component 3 Lead and the program TTL to:

  • Oversee progress and provide inputs to deliverables produced by consultants and consultant firms. Ensure the deliverables are of high standard to the satisfaction of the clients and FCI team, and are delivered at a timely manner.
  • Identify concerns of the stakeholders and political-economy issues, and inform the Component 3 Lead and the program TTL
  • Represent the Lead for Component 3 during local team meetings.
  • Support mission planning and logistics, and undertake missions.
  • Draft Terms of References for hiring of consultants and consultant firms based on project needs
  • Support internal processes and documentation required for meetings, PSRs etc
  • Plan and organize mission meetings

B) Relationship Management: The consultant will and its communications to the client, stakeholders, and donors.

  • Internal: The consultant is expected to ensure coordination and communication between the teams of three components of the program, and identify synergies with the FCI project on Export Competitiveness for Jobs.
  • External:
    • BUILD: The consultant will work closely with BUILD to ensure smooth and efficient functioning of TSP. In particular, the consultant is expected to build and oversee technical capacity of BUILD in developing policy papers for reform proposals. Consultant will be expected to train BUILD staff as necessary on the basics of economic modeling and analysis in support of policy papers.
    • Consultants: The consultant will communicate regularly with the technical firm(s) and other individual consultants (if any), and provide the global team constant updates regarding the project’s progress.
    • Donors: The consultant will support donor reporting activities.

C) Knowledge Management: The consultant will:

  • Develop slide decks, blogs, and other knowledge materials and organize events to support the implementation.
  • Work with the WBG Communications teams to provide inputs and material for the external communications for the program
  • Assist BUILD to enhance the communication strategy of TSP, and ensure the identification of target audiences and appropriate dissemination channels

Additional activities may be added by consultation with the Component Lead and TTL.

Deliverables:

  • Regular TSP Meeting minutes and deliverables
  • TOR of TSP, Governance structure, budget
  • High quality actionable deliverables from BUILD and consultant(s)/firms.
  • Archive all reports, briefs, implementation plan, IDD research documents, attendance sheet, feedback form.
  • Participation in team meetings.
  • Inputs for donor reports, PSR, and other reports as and when required.
  • Additional work as relevant to the project and assigned by the Component TTL or lead.

Eligibility
The candidate is expected to:

  • Hold a graduate degree in law, public policy, and economics, and/or have relevant work experience
  • Be knowledgeable of legal, regulatory and policy reform work
  • Understand public policy issues
  • Have experience working in Bangladesh
  • Proficiency in English and Bengali
