iDE's CSISA-MEA project is re-seeking a consultant or consulting firm with a background and experience in access to finance in the agricultural or light engineering sectors, or any relevant industrial or farming sector, to investigate the challenges faced by domestic banks, other banks, non-banking financial institutions, and their clients in the agricultural machinery sector in Bangladesh. This includes examining existing agricultural machinery-related loans, suitable financing instruments and loan products/packages/procedures, as well as gathering borrower feedback on current loans and any alternative types of financing.

The main focus of the study is to assess the suitability of current and potential loan instruments, such as asset-based finance and venture capital, while analyzing banks' compliance and loan procedures for existing and potential loan products. Additionally, the study will examine borrower and policy-level challenges to effectively utilize loans for agricultural machinery and associated businesses. It will also establish linkages with Bangladesh Bank policies regarding loans for small and medium-sized enterprises in light engineering sector and agricultural machinery, including loans for farmers to acquire agricultural machinery.

The study will target Dhaka, Jashore, Bogura and Chittagong/Cox’s Bazar. The consultant expert will prepare a report and policy brief for financial/non-financial institutions and target actors in the ag machinery value chain.
