iDE is an International Non-Governmental Organization (INGO) headquartered in Denver, Colorado USA and operating in 11 countries around the world, including Bangladesh. In Bangladesh, iDE has been working since 1984, registered with the NGO Affairs Bureau (NGO AB), registration number 173 dated 27th April, 1984. iDE is currently working in 27 Districts and 123 Upazilas on a wide variety of thematic areas including Food Security, Nutrition, WASH, Agriculture, Market Systems Development, Women Economic Empowerment. iDE Bangladesh is supported by USAID, SIDA, UNICEF, DFID, the European Commission and other multilateral donors working in in the country.

The Technical Specialist (IQ) is responsible to manage day to day iQ activities that includes process monitoring, output and outcome monitoring of a WASH Project under iDE-B’s WASH portfolio. S/he will provide technical backstopping for iQ related tasks and internal study to the Officer-iQ working for a WASH project and will maintain strong and effective coordination between the core iQ and WASH iQ team. S/he will also lead for the capacity building of implementing partners which is to be aligned with the DCED MRM framework and iDE-B’s ICT system. The position is responsible for the development of different kind of study tools, checklists, methodology which should comply with donor requirement and accordingly execution in the field.

Key Roles and Responsibilities
  • Contribute to implementation and ensuring that a Measurement Plan is in place before interventions are executed and in compliance with the project MEL framework
  • Assist on development of attribution strategies, external surveys designs which data will be used for management decision making
  • Work with technical specialist and field teams to review and revise results measurement plans
  • Support Human Centered Design deep dive research
  • Assist in developing framework in collaboration with project MEL team to measure market constraints and changes due to project interventions
  • Support capacity building of the project team in study design, tool development, data collection, data collection supervision, data analysis, data quality control, data quality audits and reporting
  • S/he will be the project iQ focal person for the scoping of ICT requirements of the project in support of institutional information system developer
Education
  • Masters Degree in Business, Economics, Social Sciences, Development Studies, or other relevant disciplines
Work Experience
  • Minimum 5 years of experience in Monitoring and Results Measurement/ M&E in rural development projects;
  • Must have demonstrated expertise/experience in development programming and implementation;
  • Familiarity and experience with project management concepts
  • Proven, practical experience with market development approaches and monitoring methodologies such as the Donor Committee for Enterprise Development (DCED) Standard for Results Measurement
  • Ability to use standard software for data management/analysis such as SPSS. Skills in using STATA and other advanced software for data analysis will be an added advantage;
  • Prior experience in WASH sector preferred
  • Ability to cohesively work with various team members, and the flexibility to adapt to different work conditions; and
  • The role will require fieldwork in rural contexts as and when required and sometimes extended hours of work
Management and Programmatic Skills
  • Ability to responsibly manage district level funds, monitoring and team progress
  • Ability to plan and implemented iterative field level activities for market systems change (looking beyond the DIP)
  • Understands the facilitative role and local market development approach
  • Experience of value chain approaches, market development and deep dive research

  • Undertake additional tasks subject to workload and skill sets such as photography, cross-project trainings and evaluations
  • Energetic and focused approach to sales coaching and mentoring
  • Excellent interpersonal and leadership skills
  • Ability to work with various national and international team members and flexibility to adapt to different work conditions

Physical and Language Skills
  • Ability to travel and undertake fieldwork in rural contexts
  • Strong written and oral communication skills in English and Bangla, including ability to present coherent and convincing messages to different audiences
  • Strong computer skills in Microsoft Office Suite, e-mail and the internet
  • Familiarity with internet based software systems such as Google Apps
Other Information and Conditions
  • The Technical Specialist (Innovation and Quality) must agree to be a regular staff of iDE
  • The remuneration package and deliverables might be change based on negotiation among iDE management and the contract
  • iDE reserve rights to terminate this agreement any time with the consultation of the employee as per HR policy.
