The Infrastructure Development Company Limited has received financing from the World Bank toward the cost of the Rural Electrification and Renewable Energy Development Project (REREDP)-II, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

• To review existing water management system of sponsors in different irrigation project sites through frequent field visits and to assist them for improving this;
  
• To observe existing irrigation technique used in specific project sites and suggest for improvement;
  
• To collect water retention capacity of soil, rainfall data, major cropping pattern followed in specific project sites as required by IDCOL;
  
• To suggest the most efficient cropping pattern for specific project sites to ensure optimum utilization of water lifted as well as maximum return for the farmers;
  
• To design training curriculum and conduct training sessions at the project sites for farmer groups of respective sites on efficient water management, better use of fertilizer, seed and pesticide and efficient cropping patterns for better yield;
  
• To calculate water requirement of the most efficient cropping pattern for specific project sites;
  
• To collect water level data and calculate total dynamic head (TDH) for specific project sites as required by IDCOL;
  
• To monitor and analyze water usage data in the project sites on ongoing basis, identify scope for improvements, address problems identified, if any, as well as provide recommendations for improved agricultural performance under the projects;
  
• To collaborate with other government, non-government, private sector local and international agencies working in the agriculture sector to improve the agricultural and irrigation performance under IDCOL financed projects.

The Infrastructure Development Company Limited now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Individuals should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:

Applicants who have the eligibility mentioned above are encouraged to submit their EOIs. The interested applicants are requested to submit require supporting as per mentioned below for proving the eligibility criteria:

• Maximum age limit is 45 (forty-five) years.
  
• Educational qualification: M. Sc in Irrigation Water Management, Advance Agricultural Techniques or any other similar discipline.
  
• Minimum 05 (five) years of work experience related to agriculture or irrigation e.g. irrigation water management, cropping pattern,
  
• The candidate must be able to visit irrigation sites frequently under IDCOL projects located in remote rural areas in Bangladesh, arrange motivational group discussion and work closely with farmers.

The attention of interested Individuals is drawn to Paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Individuals will be selected in accordance with the selection based on Individual Consultant Selection (ICS) method set out in the Consultant Guidelines and the contract will be Time-based.

EOI shall be in a sealed envelope and be clearly marked 'Application for the Selection of Irrigation Consultants (Agriculturists)'.
