Community Mobiliser, Cox’s Bazar (No of vacancy: 1 position)
Location: Field based (Teknaf) Reports to: Project Officer
Nature of Job: Full time Level: Junior -level position

I. Job Context:

ICCO Cooperation is a leading INGO working for securing sustainable livelihoods and justice & dignity for all in Banglaldesh since 1972. We established an office in Cox’s Bazar following the influx of more than 700,000 Rohingya refugees to the area from August 2017. Our interventions are in WASH, and food security and livelihoods, with beneficiaries from both the Rohingya and host communities.

We are looking for skilled and ambitious professionals to join our team in Cox’s Bazar. The Community Mobilizer will work in projects in the food security and livelihood sector. Through asset transfer, and skill training these projects increase food security and income generating activity opportunities for both host community and Rohingya women.
The Community Mobilizer (CM) will join a dynamic and hardworking team as our link to the community.

Under the supervision of the Project Officer, you will be responsible for delivering this project. This includes completing the beneficiary verification and selection process, completing training and collecting information on the progress and impact of the project.

Overall Responsibilities :

The role of the Community Mobilizer (CM) is to be a locally-based resource person to organise and delivery the practicalities of asset transfer, input distribution, group discussions on awareness issues and delivering training.

Key Responsibilities

  • Preparation of a work plan (Submit to Project Officer for approval.)
  • Select participants according to ICCO Cooperation criteria and undertake participant verification.
  • Plan, organise and facilitate group meetings covering the project activities, challenges and results. Provide timely reports on these to the Project Officer.
  • Select suitable venues, participants and dates for training, workshops, campaigns and others activities for all interventions.
  • Organize to co-facilitate the training sessions.
  • Plan and record the practicalities of asset transfers and food supplement distribution.
  • Identify and locate resources and services from internal and external (UP, Govt, NGOs) sources for the participants. Be aware of services and facilities provided by health, education, agricultural extension and social welfare.
  • Identify groups and community problems and help to solve the problems. eg. conflict management should be reported through proper channels to the Project Officer and Project Coordinator.
  • Identify pregnant, lactating women and children under five for nutritional supplement distribution.
  • Organize and assist observation of International Days.
  • Assist to organize workshop at UP/Upazila level.
  • Assist the activities of Agriculture-Livelihoods Asset Transfer part of the project through selection of core participants.
  • Orient, explain and represent the ICCO to Union Parishad and other GOB officials, the people and communities living in the Union and other NGOs and stakeholders; and
  • Prepare and submit all required forms and, monthly and quarterly.

The duties and responsibilities may change in order to requirements.

Working Conditions:

  • Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours to attend meetings such as the Annual Audit.
  • Any other tasks assigned by the supervisor from time to time.
  • Yearly renewable the contract based on fund availability and performance.
  • Have to follow ICCO HR, Admin and Finance related policy.
  • Duration of contract will be depends on fund availability.

Key Qualifications and requirements:

  • This position is open to female candidates only
  • Minimum bachelor degree in any subject.
  • Minimum one year experience in a similar role, ideally in a livelihoods and emergency response project, priority will be given to work in Rohingya camps.
  • Experience in community participation, need assessment, data collection, beneficiaries selection, input distribution and training delivery.
  • Strong interpersonal skills and aptitude for community mobilisation and capacity building
  • Strong team player who communicates and shares with other team members
  • Willing to work in any union in Teknaf Upazila.
  • Punctual and good at time management and strong relationship building skills
  • Understanding of protection issues facing our beneficiaries
  • An affinity with low-income consumers and producers
  • Good verbal and written communication skills in Bengali.
  • Willingness to drive motorcycle with valid license in remote areas will be added value for the position.
