Nutrition Governance Advisor  
Location: Gaibandha Reports to: Project Manager/Operation Lead
Nature of Job: Full time Level: Mid-level position

I. Job Context:

ICCO Cooperation (www.icco-cooperation.org) is an international organization, whose mission is to end poverty and injustice in the global south, in partnership with enterprising people. ICCO Cooperation is planning to implement “Sustained Opportunities for Nutrition Governance (SONGO) project” to improve maternal and child nutrition in Kurigram and Gaibandha districts. The SONGO project is 5 years duration with 4 inter-linked outcomes; (1) establishing upazila nutrition governance, (2) improving maternal and child health, nutrition (3) improving WASH practices (4) enhancing availability and access to safe and nutritious food.

SONGO project is seeking an experienced Nutrition Governance Advisor to design technical strategy and guiding the team for ensuring nutrition governance at Upazila level through engaging nutrition specific- and nutrition sensitive departments, private sector and civil society actors and to improve Maternal and Child (reproductive) Health and Nutrition Practices of target HHs.

II.            Responsibilities and Tasks:

Establish/strengthen nutrition governance with multi-actor participation and commitment

  • Contribute to the design and validation of intervention strategies, based on different types of research (e.g. desk, action, formative) at different levels;
  • Analyse the situation, stakeholder mapping and awareness on the ambitions and urgency of the second NPAN (2016-2025)
  • Establish a multi-stakeholder platform in Kurigram and Gaibandha and support dialogue for preventing and managing conflicts of interests
  • Ensure leadership and support institutional capacity development of multi-sectoral coordination mechanisms.

Develop mechanism and assist to ensure multi-annual nutrition action plan and monitoring

  • Support nutrition multi-sectoral planning, budgeting, prioritization and implementation
  • Support a multi-sectoral overview of financial tracking of core nutrition actions across sectors
  • Support establishment and implementation of multi-sectoral nutrition information systems
  • Advocate to private sector, NGOs, Public Health sector, government, and other stakeholders on topics approved by the project.

Develop Social Behaviour Change Communication materials and Capacity Development Initiatives

  • Provide technical support, capacity building, leadership and strategic direction to nutrition staff to meet quality standards in delivery; encourage beneficiary participation, liaise with stakeholders, anticipate and plan.
  • Develop training materials and train to staff and other stakeholders in Kurigram and Gaibandha for effective health and nutrition messaging and services.
  • Strengthen Adolescent Friendly Health Corners at Union Health and Family Welfare Centers

Empower and prepare women of reproductive age and adolescents for parenthood, with adequate knowledge, attitudes and practices on nutrition, health, WASH and SRH services.

  • Provide professional coordination of the nutrition intervention strategies in the project.
  • Design and develop Social Behaviour Change Communication activities to address health and nutrition of adolescent girls, women of reproductive age and children.
  • Identify key food and nutrition messages, local Nutrition Sales Agents and communication/ marketing channels with a specific focus on adolescents, mothers, infants and young children to address malnutrition.
  • Ensure households dynamic for better decision making at family level.

Coordination, Networking and Documentations

  • Maintain regular coordination with the consortium partners, project manager and ICCO Dhaka team to ensure supports to the project.
  • Establish strong working relationships with all consortium members and develop an in-depth understanding of the activities, support needs and strengths of each partner with regards their respective implementation.
  • Develop action plans on partnerships activities for the project on annual basis through coordinating with consortium members at the districts levels.
  • Establish networking relationships with the public-private sectors and other partner organizations.
  • Initiate MOU singing with government line department and Private Sector for qualitative service provision.

Desk Review, Monitoring and Reporting

  • Ensure that planning and monitoring tools are developed and standardized, and that data is regularly collected, based on the overall PMEL mechanism.
  •  Compile and analyses monitoring data and produce monthly monitoring reports.
  • Conduct and coordinate regular monitoring covering operational issues (finance and compliance), capacity strengthening and overall partnership at field level

IV.          Working Conditions:

  • Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours to attend meetings such as the Annual Audit.
  • Any other tasks assigned by the supervisor from time to time.
  • Yearly renewable the contract based on fund availability and performance.
  • Have to follow ICCO HR, Admin and Finance related policy.

VI.    Key Qualifications:

  • Higher level qualification or degree, preferably in nutrition or in another relevant field such as MBBS, Public Health.
  • Working experience with government and multi-stakeholders management and technical support.
  • Proven ability to provide leadership, technical support and coaching to multi-disciplinary decentralized team of experts.
  • Hands-on experience with public health related Behaviour Change Communication methodologies.
  • Management experience of nutrition / health projects in developing countries and interest in market-led approach and a feeling with business aspects
  • Ability and willingness to manage project implementation and team-player with good interpersonal skills; aptitude for community mobilization and capacity-building
  • Excellent communication skills (written and oral) in English.
  • Skill in training materials development and training conduction.
  • Experience in coordination with government and different stakeholders.
  • Excellent in activity monitoring and reporting.
  • Excellent interpersonal communication skill, problem solving skills, strong value based commitment to right based approach
  • Good computer skills in MS Office.
