Project Officer, Cox’s Bazar (Female Candidates Only)

Location: Field based (Ukhiya/Teknaf)

Reports to: FSL Project Manager/Project Coordinator

I. Job Context:
ICCO Cooperation is a leading INGO working for securing sustainable livelihoods and justice & dignity for all in Bangladesh since 1972. We established an office in Cox’s Bazar following the influx of more than 700,000 Rohingya refugees to the area from August 2017. Our interventions are in WASH, and food security and livelihoods, with beneficiaries from both the Rohingya and host communities.
We are looking for skilled and ambitious professionals to join our team in Cox’s Bazar. The successful candidate will act as a Project Officer in our projects in the Food Security and Livelihoods sector. The summarised goal of these projects is to strengthen the resilience of women and children among Female Rohingya and host communities through improved livelihood and income generating support. The steps we take to achieve this are interventions that increase food and dietary diversity through increased income opportunities, enhanced protection, reduced environmental degradation and increased social cohesion.
The Project Officer (PO) will join a dynamic and hardworking team as a key person who is responsible for the actual implementation of this project. Under the management of the Project/Technical Coordinator, you will be responsible for supervising community mobilizers to fulfil the project implementation plan. This includes conducting beneficiary selection processes, partaking in monitoring activities, organising asset transfer and delivering on-going training sessions.

Overall Responsibilities :  

  • Project implementation: Your overall goal is to ensure this project is delivered to time and to a high standard at a field level.

Key Responsibilities

  • Preparation of a monthly work plan based on project detailed implementation plan (submit to Project Coordinator for approval.)
  • Supervise a team of community mobilizers to deliver activities on time, and to a high standard.
  • Lead at the field level for the beneficiary selection process, following criteria set by ICCO, and finalizing a verified beneficiary list.
  • Support in field collection of monitoring, evaluation and learning data as instructed by the Field Coordinator and Monitoring Expert. Supervise a team of community mobilizers in data collection.
  • Conduct needs assessments at a field level and manage a team of community mobilizers to collect reliable data.
  • Under the supervision of the Training Expert, assist in planning and conducting training modules.
  • Under the supervision of the Field Coordination, oversee asset transfer process; including proper record keeping
  • Weekly progress reporting to Project Coordinator; written in English
  • Organize and assist observation of International Days for advocacy purposes
  • Represent ICCO Cooperation to Union Parishad and other GOB officials, the communities that we are working for and other NGO representatives.
  • Collect information from a community level and provide recommendations to your supervisor
  • Be aware of services and facilities available for our beneficiaries. Particularly in health, education, agricultural extension and social welfare.

Responsibilities may vary according to project priorities.

Working Conditions:

  • Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours to attend meetings such as the Annual Audit.
  • Any other tasks assigned by the supervisor from time to time.
  • Yearly renewable the contract based on fund availability and performance.
  • Have to follow ICCO HR, Admin and Finance related policy.
  • Duration of contract will be depends on fund availability.

Key Qualifications and requirements:

  • Master's degree in relevant subject, but education may be flexible for highly experience candidate who has long experience in Rohingya and host community in Cox’s Bazar.
  • At least 3 years professional experience of livelihood related projects/ women  empowerment projects/training
  • Skill in Participatory Rural Appraisal (PRA) session conduction for community engagement.
  • Good knowledge on gender analysis and women empowerment.
  • Excellent in supervision and monitoring of the field based activities including staff capacity building through training, coaching and mentoring.
  • Skill in leading the frontline workers to implement the project activities in time including ability to understand of PMEL systems.
  • Experience in community mobilization, need assessment, beneficiaries selection, inputs distribution and training conduction.
  • Experience of working in a field context and an ability to cope with basic living conditions in the field specifically remote area in Teknaf/Ukhyia upazila.
  • Good knowledge of different software packages including MS Office.
  • Excellent written and oral communication skills in English and Bangla, including ability to present coherent and convincing messages to different audiences.
  • Experience in community based committee formation and capacity building.
  • Willingness to drive a motorcycle with valid license in remote areas.
