Food Security and Livelihood (FSL) Project Manager

Location: Field based (Cox’s Bazar)

Reports to: Emergency Response Manager

Nature of Job: Full time

Level: Mid level position

I. Job Context:
ICCO Cooperation is a leading INGO working for securing sustainable livelihoods and justice & dignity for all in Bangladesh since 1972. We established an office in Cox’s Bazar following the influx of more than 700,000 Rohingya refugees to the area from August 2017. Our interventions are in WASH, and food security and livelihoods, with beneficiaries from both the Rohingya and host communities.
We are looking for skilled and ambitious professionals for our Humanitarian Response team in Cox’s Bazar. Our interventions in the food security and livelihood sector are scaling up, and we are hiring an experienced project manager who will manage all ICCO Cooperation projects in this sector in Cox’s Bazar.

Overall Responsibilities :  

  • The FSL Manager is responsible for planning and implementing our FSL projects in Cox’s Bazar in accordance with ICCO standards and donor requirements.

Key Responsibilities

  • Plan and implement food security and livelihood activities in the Cox’s Bazar District. This includes cash based interventions, food distribution interventions, income generating activity interventions, research on innovative approaches, nutrition.
  • Project concept planning according to scale up opportunities. Actively seek such opportunities.
  • Report the humanitarian needs, and provide clear and detailed recommendations for interventions.
  • Develop targeting criteria according to donor requirements, and design beneficiary selection processes.
  • Ensure project targets are met to time, and project quality is not compromised in achieving this.
  • Manage a team of Project Coordinators, Project Officers, Monitoring Experts, Training Experts and Community Mobilizers
  • Responsible for the timely delivery of donor reports, implementation reports, and internal reports.
  • Coordinate and build relationships with other actors in the food security and livelihood sector,  local authorities, research institutes, sectors at a base level and the ICCO global team.
  • Bring technical expertise to program design.
  • Ensure all interventions meet sphere standards, and protection is mainstreamed (do no harm/social cohesion)

Responsibilities may vary according to project priorities.

Working Conditions:

  • Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours to attend meetings such as the Annual Audit.
  • Any other tasks assigned by the supervisor from time to time.
  • Yearly renewable the contract based on fund availability and performance.
  • Have to follow ICCO HR, Admin and Finance related policy.

Key Qualifications and requirements:

  • At least 7 years professional experience of working in food security and livelihood projects
  • Project Management experience is essential
  • University educated in agronomy, veterinary, socio-economic, rural development, anthropology, geography, international development, etc.
  • Further qualifications and experience in working in market systems, household economy in rural contexts, income generating activities and small business management preferred
  • Knowledge of market research (tenders), cash transfers, food distribution in volatile contexts and bulk, nutritional value of food stuff.
  • Skills in approaches to assessing/diagnosing vulnerabilities and food security.
  • Strong written and verbal communication skills in English
  • Motivation and commitment to humanitarian ideals and values of ICCO Cooperation. Interest in involvement beyond the job assigned, i.e. active involvement in the ethos of ICCO itself.
  • Energy and stamina to withstand long working hours in often stressful conditions.
  • Ability to work in a fluid situation, and adapt or change priorities according to changing situations.
  • Ability to capitalize on past experience, existing networks and information existing (both internal and external to ICCO) in order to become self-sufficient quickly
  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work
  • Target oriented approach
