Monitoring Expert, Cox’s Bazar  (No. of vacancy 01)

I. Job Context:
ICCO Cooperation is a leading INGO working for securing sustainable livelihoods and justice & dignity for all in Bangladesh since 1972. We established an office in Cox’s Bazar following the influx of more than 700,000 Rohingya refugees to the area from August 2017. Our interventions are in WASH, and food security and livelihoods, with beneficiaries from both the Rohingya and host communities.

We are looking for skilled and ambitious professionals for our office in Cox’s Bazar. The Monitoring Expert will work on our projects in the food security and livelihoods sector.  The goal of these projects is to strengthen the resilience of women and children among Female Rohingya and host communities through improved livelihood and income generating support. The steps we take to achieve this are interventions that increase food and dietary diversity through increased income opportunities, enhanced protection, reduced environmental degradation and increased social cohesion.

The Monitoring Expert (ME) will be responsible for ensuring that all Food Security and Livelihood projects in Cox’s Bazar adhere to ICCO monitoring, evaluation and learning standards. You will work under the guidance of the PMEL team in Dhaka, and in close collaboration with other Cox’s Bazar project staff. ICCO uses a triple-loop learning system in our programming, continually asking the following questions:

  • Are we doing the project activities right?
  • Are we doing the right activities to obtain the outputs and outcomes?
  • Is our Theory of Change / logical framework ect right?

It is the responsibility of the Monitoring Expert to continually answer these questions.

                Overall Responsibilities :  

The position will provide extensive supports for developing and implementing Programme Monitoring Framework for the project including detailed PMEL Plan. The position provides technical support for developing Results Framework; results based M&E system, MIS and Downward accountability mechanism. Designs, develops and implements the M&E framework/strategy, system and quantitative and qualitative tools, with a focus on incorporating mobile technology. Leads regular monitoring data collection, verification, entry, spot checking, analysis, reporting and sharing, ensuring accurate, high quality household, community level data is collected on all M&E framework indicators on a regular basis and as per agreed framework and timelines. Responsible for sharing learning and best M&E practices with the project staffs, partners, communities, Government line departments and PMEL team members

Key Responsibilities

  • Develop PMEL plan, M&E Framework the Project and its Partners (in consortia project) in line with targeted results and indicators.
  • Develop a detailed M&E plan, research & evaluation plans, detailed protocols, procedures, roles & responsibilities for data collection and analysis
  • Systematic review and update the project PMF and indicators and monitoring mechanism of the project for adopting new ideas, definition and updated development based on the stakeholder feedback including community and field experiences
  • Develop key questions, methods and tools for community reflection/ beneficiary downward accountability workshop and ensure its practice at Programme and Partner level and adequate analysis for quality Programme planning and implementation
  • Review data collected from revised monitoring tools, as well as routine review of activities and support community level data through collection of monthly performance report.
  • Ensure IATI standards are met at a project level
  • Become accustomed to using ICCO’s internal monitoring system for monitoring and evaluation (Promeva). Train Cox’s Bazar team members where necessary
  • Keep project information in PROMEVA up to date and monitor progress. Inform team members when reports are due.
  • Check that the results, indications and milestones at an outcome and output level in PROMEVA match what is happening at a project level. Inform the Project manager in a timely fashion if this is not the case.
  • Monitor project to check we are meeting the intended results.
  • Design and oversee household survey data collection from the field through AKVO FLOW (a digital gathering tool).
  • Record and track geo-locations of households using AKVO FLOW and check for geographical patterns when analyzing data.
  • Collect case studies from the field for qualitative progress monitoring.
  • Disaggregate data according to gender and youth
  • Oversee the process of creating a baseline study at the inception phase, and an endline evaluation at the end of the project. Generate progress reports on a monthly, quarterly and annual basis.
  • Carry out data quality assessments

               Working Conditions:

  • Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours to attend meetings such as the Annual Audit.
  • Any other tasks assigned by the supervisor from time to time.
  • Yearly renewable the contract based on fund availability and performance.
  • Have to follow ICCO HR, Admin and Finance related policy.
  • Duration of contract will be depends on fund availability.

          Key Qualifications and requirements:

  • Master's degree in a relevant subject, preferably Development Study, Agriculture Economics, Economics, Statistics.
  • Minimum 5 years of experience in supporting of research, monitoring and evaluation systems for complex, multi-sectoral, rural development programs.
  • Proven experience in research and data collection, including survey design and a mix of qualitative and quantitative techniques, in a rural setting. Knowledge of the use of ICT tools (particularly smart phone technologies) to collect data would be beneficial.
  • Ability to use standard software for data management/analysis. Skills in using SPSS for data analysis will be an added advantage.
  • Excellent in report writing and presentation skills in English
  • Experience in providing written analyses of complex market systems, and development of systems for knowledge management and dissemination.
  • Excellent written and oral communication skills in English and Bangla, including ability to present coherent and convincing messages to different audiences.
  • Ability to cohesively work with various national and international team members, and the flexibility to adapt to different work conditions.
  • Experience in project cycle monitoring such as need assessment, baseline study and end line evaluation will be added value for the position.
  • Experience of working in a field context and an ability to cope with basic living conditions in the field
  • Good interpersonal skills and an affinity with low-income consumers and producers
  • Experience of supervising a team and good team player and relationship builder.
  • Good knowledge of different software packages including MS Office.
  • Motorcycle driving with valid license will be added for this position.
