Disaster Risk Reduction (DRR) manager based in  Bangladesh

I. Job Context:
ICCO Cooperation is a leading INGO working for securing sustainable livelihoods and justice & dignity for all in Bangladesh since 1972. Our headquarters is based in the Netherlands with 5 regional and multiple country offices in Africa, Asia, and Latin America.

The DRR Manager is responsible to lead DRR programs in South and Central Asia, including responsibility for project design, management, supervision, knowledge management, coordination, networking, reporting, liaison with consortium members and other stakeholders.

II.         Responsibilities and Tasks:  

Responsibility # 1 Disaster Preparedness (DP)

  • Coordinate ICCO Cooperation’s Disaster Preparedness activities in Bangladesh, Nepal and India.
  • Support project teams on identifying Project Activities and Budget Planning for coming years as per Multi-Annual Strategic Plan (MASP).
  • Coordinate, design and partly carry out the capacity development activities (trainings/workshops etc.) for staff, local implementing partners and involved stakeholders in the given countries.
  • Develop ICCO Cooperation’s contingency plans against potential risks/threats in Bangladesh, Nepal and India.
  • Contribute and support the development of ACT Forums EPRP in the given countries
  • Update Disaster Management Mappings for Bangladesh, Nepal and India.
  • Coordinate with ACT secretariat, national governments and/or national consortiums for any disaster preparedness related activities (policy development, MoU, etc.)
  • Support the process for DRR and Climate Change integration and mainstreaming interventions.
  • Support the development of programs and maintain relationship with back donors.
  • Perform other tasks as required.

Responsibility # 2: Emergency Response (ER)

  • Coordinate and manage all logistics to ensure successful implementation of all emergency response activities in Bangladesh.
  • Provide technical support to Nepal and India country offices for response programs
  • In close coordination with Regional Fundraising Officer to develop the project proposals to be submitted to donors for relief and early recovery programs in Bangladesh, Nepal and India.
  • Provide technical support to Bangladesh, India, and Nepal for conducting performance and impact monitoring, and end of program Surveys.
  • Ensure all emergency projects are administered in the internal ICCO system (e.g. in All solutions.
  • Undertake field visits, when needed.

Responsibility # 3: DRR Mainstreaming  

  • Review and assess ICCO development proposals as well as ongoing projects in Bangladesh, Nepal and India for possible DRR mainstreaming.
  • Design and carry out capacity development activities for ICCO programs officers aimed to enhance DRR mainstreaming.
  • Engage in policy and strategy development processes to link DRR and development projects.
  • Support in the development and/or contextualization of training aids and information tools ranging from posters, short manuals, and brochures incl. easy-to-understand layout and content development in close coordination with the relevant stakeholders.
  • Participate in assessments and evaluations of the different project phases and in developing implementation plans based on the data found and lessons learned.
  • Ensure proper tagging in Promeva of DRR aspects in all RO projects in the three countries.

Responsibility # 4: Coordination, networking and advocacy.   

  • Act as ICCO focal point for ACT Secretariat (RRFs, Appeals) in Bangladesh, Nepal and India.
  • Liaise with DRR donors/consortiums for project proposals to be developed and submitted to donors for DRR projects (e.g. DIPECHO).
  • Documents of ICCO’s DRR related strengthen and assist to present different forum, INGOs and donors. 
  • Monitor field activity and prepare the report to share the sn. Management.  

Responsibility # 6: Contribute to develop new project and concept note for fundraising

  • Documents of ICCO’s strengthen and assist to present different forum, INGOs and donors. 
  • Formulate convincing proposals for fundraising and ensure follow up is made to potential donors in the process
  • Perform other tasks as required.

Responsibility # 5: Documentation and Reporting

  • Timely prepare and compile emergency alerts, proposals, plans,  progress  and  final reports, budget forecasts.
  • Collect photographs and video for project documentation.
  • Monitor field activity and prepare the report to share with the Senior Management.
  • Prepare monthly, quarterly and annual report of the project.
  • Capture case studies and assist PNGOs in writing of case study & success stories.

III.        Working Conditions:

  • Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours to attend meetings such as the Annual Audit.
  • Any other tasks assigned by the supervisor from time to time.
  • Yearly renewable the contract based on fund availability and performance.
  • Have to follow ICCO HR, Admin and Finance related policy.

V.    Key Qualifications:

  • Good knowledge of the social, economic and humanitarian situation in Bangladesh, Nepal and India
  • Progressively responsible professional experience in a relevant thematic field (disaster preparedness, emergency response planning, disaster risk reduction and project management)
  • Master’s degree in development studies, sociology, management,  public administration, or related area is required;
  • Ability to build partnerships with multiple stakeholders including  local and international NGOs, ACT Forums, UN and Government counterparts;
  • Negotiation, networking,  analytical and facilitating skills
  • Knowledge and experience in fundraising towards institutional donors
  • Ability to work independently, and lead the project processes  with distant support from Senior Management
  • Excellent language skills in English and a regional language
  • Proficiency in working in computers with text documents, spreadsheets, administrative systems.
