Nutrition Team Leader –Profitable Opportunities for Food Security (PROOFS) Project

Duration: 1st January to 31st August, 2018 (possibility of extension to next phase of 4 years, if approved by donor)

Profitable Opportunities for Food Security (PROOFS) project is funded by The Netherlands Embassy in Dhaka, and implemented by international consortium partners ICCO Cooperation, BoP Innovation Center and iDE. The project has a mandate to improve the food and nutrition security and WASH (water, sanitation and hygiene) situation of 80,000 rural households (HHs) at the Base of the Pyramid (BoP) through market-led interventions in agriculture, water and sanitation, and nutrition messaging.

PROOFS project is seeking an experienced Nutrition/Behaviour Change/Public Health expert to lead the implementation of the Nutrition intervention in the project.

II.            Responsibilities and Tasks:

Develop, lead, monitor and evaluate the assigned nutrition intervention(s), effectively managing and reporting on the interventions in line with the objectives, with a focus on

  • Coordination, coaching and management of nutrition staff at regional, district and local level. And provide technical support, capacity building, leadership and strategic direction to nutrition staff to meet quality standards in delivery; encourage beneficiary participation, liaise with stakeholders, anticipate and plan.
  • Ensure integration of the intervention strategies around nutrition in the market-led interventions of PROOFS and to regularly present its work to relevant stakeholders. Behaviour Change Communication (BCC) activities will address poor Infant and Young Child Feeding Practices (IYCF) and is to contribute to a sustainable reduction of malnutrition.
  • Identify food product opportunities (in different food groups) for the BoP market with potential to contribute to balanced diets as well as opportunities in the 4As marketing mix of the respective food groups (availability, affordability, awareness and acceptability).
  • Identify key food and nutrition messages, local Nutrition Sales Agents (NSA) and communication/ marketing channels with a specific focus on mothers, infants and young children to address malnutrition.
  • Contribute to the design and validation of intervention strategies, based on different types of research (e.g. desk, action, formative) at different levels; Provide professional coordination of the nutrition intervention strategies in the project.
  • Ensure that planning and monitoring tools are developed and standardized, and that data is regularly collected, based on the overall PMEL mechanism. Compile and analyse monitoring data (with support from the technical leads), and produce monthly monitoring reports.
  • Advocate to private sector, NGOs, Public Health sector, government, and other stakeholders on topics approved by the project.
  • Represent the voice of the project with the relevant clusters and working groups for the need of coherent response, coordinated assessment and timely sharing of information and reports.
  • Manage the nutrition budget for the assigned intervention and ensure all expenses are according to budget and meet the PROOFS standards with regard to financial management, including accountability and good governance.
  • Provide coaching and technical supervision to nutrition officers in order to develop ownership and full responsibility for nutrition activities.
  • Close coordination with BoPInc at Netherlands, iDE staff at field and head quarter level.  

IV.          Working Conditions:

  • Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours to attend meetings such as the Annual Audit.
  • Any other tasks assigned by the supervisor from time to time.
  • Yearly renewable the contract based on fund availability and performance.
  • Have to follow ICCO HR, Admin and Finance related policy.

VI.    Key Qualifications:

  • Higher level qualification or degree, preferably in nutrition or in another relevant field such as MBBS, Public Health.
  • Proven ability to provide leadership, technical support and coaching to multi-disciplinary decentralized team of experts.
  • Hands-on experience with public health related Behaviour Change Communication methodologies.
  • Management experience of nutrition / health projects in developing countries and interest in market-led approach and a feeling with business aspects
  • Ability and willingness to manage project implementation and team-player with good inter-personal skills; aptitude for community mobilisation and capacity-building
  • Excellent communication skills (written and oral) in English.
  • Skill in training materials development and training conduction.
  • Experience in coordination with government and different stakeholders.
  • Excellent in activity monitoring and reporting.
  • Excellent interpersonal communication skill, problem solving skills, strong value based commitment to right based approach
  • Good computer skills in MS Office.
