Helen Keller International (HKI), an International NGO, has been working in Bangladesh since 1978. HKI implements different projects in partnership with national and international NGOs, development partners, academic and research institutions, and the private sector. HKI takes a gender-sensitive approach to improving nutrition, food security and eye health. Current program areas include Dhaka, Sylhet, Chittagong, and the Chittagong Hill Tracts (CHT).

USAID’s Office of Food for Peace (FFP) awarded HKI a five-year cooperative agreement to lead the Development Food Security Activity, “Sustainable Agriculture and Production Linked to Improved Nutrition Status, Resilience, and Gender Equity” (SAPLING) on September 30, 2015, with the overall goal of improving gender equitable food security, nutrition and resilience of vulnerable people within the Bandarban District. To achieve this objective, HKI is working in partnership with CRS, CARITAS Bangladesh, three local implementing partners, individuals, communities, institutions, traditional leaders and the Government of Bangladesh to affect enduring positive change in its program areas by addressing immediate needs while investing in the future.

HKI is seeking qualified candidates for the position following Technical Officer positions for its SAPLING project. Preference will be given to qualified candidates from Bandarban Hill District and CHT in general.

Title : Android Mobile developer (full stack)
Job Location : Dhaka
Reporting to : Manager-MIS and GIS or Deputy Director-M&E
Duration : The project period is through September 2020; expected start date in March 2019.

Scope of Work

Scope of Responsibilities:
Android Mobile Developer (full stack); will be responsible for iSTREAM MIS offline and online system maintenance, dashboard preparation, bug fixing, development reporting as program need. Functional relationship with SAPLING’s iSTREAM vendor, District and Upazila M&E team for ensuring the Data Quality during electronically data transfer into system and reporting in respect of period of time, catchment wise and user/ block wise.  As a member of SAPLING Monitoring & Evaluation team, responsible for quality implementation of HKI SAPLING comprehensive M&E system as well as proper documentation of data and information at all levels of the projects.

  • Visual studio (2017 or more) and Android studio tools used for development and debugging of iSTREAM application maintenance 
  • Automation of outputting numbers for analyzing performance measurements, and presentation purposes. data processing, accumulation and reporting and offer innovation in the arena of greater M&E.
  • Capacity building and unrolling of e-M&E system and work closely with the regional and district team towards successful implementation. 
  • Oversee and ensure smooth functioning of the MIS updates, standards and procedures at the field level as per requirements
  • Coordinate with respective supervisors to ensure on time data inputs from their supervisees.
  • Provide support to regional and district M&E colleagues in overseeing the e-M&E system and manage those systematically.
  • For personal capacity building participate in various learning events (physically or virtually), e-learning and keep her/him updated with FFP/ USAID key requirements and compliances and adhere those properly.
  • Assist handheld device users in terms of problem related to handheld device and assist regional IT as deemed necessary.
  • Provide authentic data/ Inputs required to prepare quarterly reports, ARR and PREP and updating IPTT matrix, PIRS, PPR, CDCS, SAPQ and Unique and Direct Counting of participants.
  • Dealing with ad-hoc requirement as suggested by broader organization and program management.
  • Assist to design Develop, maintain, and update SAPLING’s comprehensive and relational Management Information System (MIS) and GIS in line with SAPLING’s overall objective.
  • Assist to make sure the implementation of MIS to collect and report required disaggregated data/information as per requirement of the donor and management staff.
  • Assist to ensure compliance with data quality standards and maintain a fully auditable data trail for all M&E indicator figures that are reported.
  • Establish linkages at field level with MIS and environment and gender monitoring tools to analyze the outputs and/or effectiveness of the outcomes of the integration of environment and gender into activities.
  • Provide necessary consistent data/information to MIS and GIS Specialist and Manager M&E including other relevant project personnel to support preparing different donor and management reports in time.
  • Coordinate, collaborate and work closely to extend technical support to implementing partners including SAPLING program staff at field level in order to carry-out M&E activities on timely basis with the assistance to MIS specialist.
  • Assist to develop the MIS related documents, plans, reports and related frameworks in support to make sure of the SAPLING’s deliverables to USAID on timely basis.
  • All other duties as requested by the Manager M&E and MIS and GIS Specialist and/or Director M&E.

Required Qualifications
Education and Aptitude

  • A Graduate/Master’s degree (for example, statistics, Computer since or other related field) and/or degree with a minimum of three (3) years of work experience in a related role with experience in hardware and software operations.
  • Minimum 2 years of experience managing MIS, Development software for any development program.
  • Ability to identify and solve computer problems and act independently with a wide variety of employees and suppliers/vendors as required.
  • Good troubleshooting skills and the ability to understand and resolve technical problems independently. Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms Ability to work well and punctually under pressure Excellent skills in written and spoken English

Job related experience and knowledge
Required:

  • 3-5 years of progressive experience in developing/ using database, compiling monitoring, evaluation learning information, and analyzing data.
  • Experience to write any software development languages/ code modify - like: ionic and Cordova Framework, SQLite, C#, Java, Java Scripting, Angular js etc.
  • Advanced knowledge on RDBMS tools and common techniques preferably on latest PostgreSQL/SQL Server 2005 or above. Should have demonstrated capacities on implementing mobile-web applications using as well as offline android application.
  • Strong Computer application skills in the use of MS Office packages (Access, Word, Excel, e-mail).
  • Experience on development/use of comprehensive and integrated Management Information System (MIS) in line with different requirements using web and mobile based software,
  • Demonstrated experience in data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (MSSQL Server, MS Access, SPSS/STATA etc.)
  • Working knowledge on information technology; experience in the usage of office software programs (MS Word, Excel, Power-point, Visio etc.) and advance comprehension of spreadsheet.
  • Minimum Programming knowledge for web development and mobile based programming.
  • Experience in recording and compiling data, synthesizing and generating evidence and analyzing and compilation of data from multiple sources required.

Desired:

  • Have clear understanding on the program’s M&E framework, tools, process, sampling, data collection frequencies and data sources.
  • Strong skills in analysis using statistical software of SPSS/STATA, R, python.
  • Ability to work in a team environment and independently.
  • Demonstrated experience in designing and implementing integrated food security programming in a developing country context
  • Prior experience with USAID projects, procedures, policies and reporting requirements.
  • Experience and skills in quantitative and qualitative research methods, survey design and implementation;
  • Interpersonal and communication skills, both verbal and written, strong negotiation, diplomacy and team work skills.
  • Previous experience working in the remote areas and/or knowledge of the digital system development.
