Helen Keller International (HKI), an International NGO, has been working in Bangladesh since 1978. HKI implements different projects in partnership with national and international NGOs, development partners, academic and research institutions, and the private sector. HKI takes a gender-sensitive approach toimproving nutrition, food security and eye health. Current program areas include Dhaka, Sylhet, Chittagong and the CHT.

National Information Platforms for Nutrition (NIPN) is an initiative of the European Commission supported by the United Kingdom Department for International Development. The initiative aims to strengthen national capacity to manage and analyse information and data from all sectors which have an influence on nutrition and to disseminate and use the information so as to better inform the strategic decisions countries are faced with to prevent undernutrition and its consequences by improving their policies and programmes.  The Delegation of the European Union  is funding a project to set up a National Information Platform for Nutrition in Bangladesh. The project is being implemented by Helen Keller International, in partnership with the Bangladesh Institute of Development Studies and in collaboration with multiple government partners including the Bangladesh Bureau of Statistics and the General Economics Division of the Ministry of Planning, the Bangladesh National Nutrition Council of the Ministry of Food, and the Food Planning and Monitoring Unit of the Ministry of Food.

HKI is seeking qualified candidates for the following position for the NIPN project.

Title : Director of Operations (1 position)
Job Location : Dhaka
Reporting to : Project Director/Technical Advisor
Duration : Fixed term for a period of 24 months with the possibility of extension

Scope of Responsibilities:

Under the leadership of the Project Director and with the support of a Project Assistant, the Operations Director is responsible for coordinating the work of the NIPN project. This position will deal with all aspects of project administration and financial management: disbursing funds to partner organisations; collating technical and financial information for reporting; liaising with the project funding agency and with partner organisations. The Operations Director will monitor project development against the proposed work plan and achievements against planned milestones and deliverables. She/he will support the staff of the NIPN Policy and Analysis Units in their administrative tasks linked to project activities. The Operations Director will take part in all meetings of the Project Management Committee (PMC) and makes sure decisions of the PMC are implemented in line with EU guidelines.

Job Responsibilities:

The Operations Director works in close relationship with the Project Director and with the Finance manager of Helen Keller International.  S/he is responsible for setting up and operating a technical and financial monitoring system that is consistent with the existing procedures of Helen Keller International and which meets the requirements of the funding agency. S/he is charged with liaising with the project partners and the funding agency, monitoring project activities and expenditures, collating information from partners, and drafting and finalising reports.  S/he is responsible for convening, on behalf of the Project Director, the Project Management Committee and writing and circulating minutes of the meetings.  S/he centralises information related to the project and disseminates it to relevant project stakeholders. S/he coordinates the organisation of events initiated by the NIPN project.

Education:

A Master’s degree in project management, business management or administration or a technical Master’s degree with proven experience in project management

Other Skills and Experience

At least 7 years of successful professional experience in the management of projects within a public institution or a NGO.

  • Knowledge of EU funded projects.
  • Excellent writing skills in Bangla and English.
  • A high degree of familiarity with Microsoft Office programmes is required.
  • An ability to work in a team and in networks and with good facilitation skills.
  • Excellent organisation skills, a rigorous approach and the ability to work autonomously.
  • Ability to work in a stressful environment and to meet strict deadlines.
  • Ability to treat information with the required level of confidentiality.
